As the rapid development of economy, harbors become more and more important in eco-system. In order to facilitate the function and standing of harbors in national economy, we need to analysis the risks in harbor service supply chain, including revealing the risk factors, evaluating the risk level, putting forward risk control strategies and decreasing the risks.This paper previews the relative literatures and then defines the concept of HSSC. At the same time, we demonstrate the combination and characters of HSSC while introduce risk management into HSSC operation in order to confirm the property and characters of HSSC risk. After that, all the risk factors are identified by literature review and questionnaire through the characters of HSSC and,risk identification method. All the survey result would be disposed by SPSS through the factor analysis, consequently we find out31risk factors in HSSC witch can be classified into4categories and a risk evaluation model of HSSC is built combined with the theory of fuzzy mathematics and Bayesian net. For instance, we use GeNIE to evaluate the risks of HSSC of a harbor in Guangxi province by the risk identification system and evaluation model which was built in front of this essay and reversal deduce the key factors through Bayesian net. Therefore, we put forward some special suggestions in order to control the risks of HSSC.This paper investigates the risk factors in HSSC and builds a risk evaluating model for HSSC which is based on the Fuzzy Bayesian Net. The model has been verified through a real example and passes the feasibility test and it’s valuable for the risks identify and control in HSSC, not only in theory but also practice.
