In twenty-first Century found that today more and more enterprises, the core factor affecting the competitiveness of enterprises is the talent, through human resources development and management is the key to the formation of enterprise core competition. The forming of economic globalization, China joining in the WTO environment, many Chinese enterprises have to face global competition, as a large state-owned enterprises also face the challenge of China Post, intensified market competition, will inevitably cause the enterprise change management strategy, in order to win the market status.2006is a special year for the Chinese postal enterprises, because in November of that year, the postal enterprise restructuring completed, China postal enterprises to realize the modernization of enterprise business dream.In1998postal services and telecommunications businesses of postal enterprises, the impact is relatively large, the first is the loss of talent, high-quality talents tend to work to telecom enterprise, postal enterprises are facing talent short board phenomenon is more serious. Affected by the planned economy and the state-owned enterprises operating mode, most of the postal enterprises especially at postal enterprises in human resource management is basically in blank state, the human resources management the postal enterprise more should be the personnel management, the concept of human resource management in modern enterprises basically does not exist. Therefore, how to enhance the core competitiveness of the enterprises, to attract professional talents, improve the existing human resources management system has become the imminent need to solve the problem of postal enterprises.This study tries to research and improve the system of constructing strategic human resources planning, expounded from five aspects, namely the definition, content, process, strategy, strategic management. Based on the Yongxiu County Post Office of internal human resources management present situation and the external environment on the investigation and research, the Markoff model is selected and combined with the regression analysis method, ratio analysis method to the future human resources strategic planning three years was forecasted, is to predict the supply and demand situation of the human resource. Based on the forecast with the post office of strategic planning and human resources management present situation to develop Yongxiu county human resources strategic planning. At the same time, starting from the actual demand for strategic planning in general is refined, decomposition of the employee occupation career, the flow of personnel, skills training, such as the three sub plans, give the corresponding implementation, supervision and assessment measures.The research object of this thesis is based on the county post office, choose the representative in Jiangxi Postal Bureau as the research object, trying to explore to improve the present situation of human resource management in the county post office and can improve the talent competitiveness of human resources strategic planning research method. As for the practical research, all the conclusions are based on the abundant research, try to approach more realistic and reflect the existing problems, improve the practicability of the study, but also can give after to continue to study the researchers in this field and provide the reference.
