Research On Agent Construction System Management Mode Of Government Investment Project

As for the promotion of local social and economic development, and large-scale infrastructure construction, government investment programs play an important role. After more than20years practice and exploration, the management modes of government investment programs in the tide of market economy gradually diversify. Some provinces and cities have undertaken some useful exploration and have achieved remarkable progress, among which the Works Bureau model in Shenzhen is a typical example, and construct agent policy in Xiamen, Shanghai and Chongqing is another one. However, accompanied with enormous economic and social benefits, the management of government investment programs in China has exposed many weaknesses at present, such as ineffective supervision. Therefore, the government investment programs management mode in our country is still in a stage of exploration, and there is still a long way to go to reform and perfect it.With the theoretical knowledge of program management, this paper discusses the existing problems with the management models and the achievements already got during the process of exploration through an analysis of the present situation of government investment programs in our country. Meanwhile, with the help of a case study of Huanghai Bridge of Jiangsu Yangkou Port development project, combining theory and practice, this paper gives some reforming suggestion for improving the government investment management model in China based on the theory of public management and program investment management.The entire paper is divided into six parts. The first part introduces the research background and the significance of the topic. The second part reviews the history of government investment program management system in China. Then the third part does a detailed analysis for the present situation of domestic and foreign government investment program management model. By an empirical analysis to Huanghai Bridge of Jiangsu Yangkou Port development project, the fourth part discusses its advantages and disadvantages. Then, the following part gives some suggestions for the government investment program management system reform in China. Finally, the sixth part makes a summary of the whole thesis.
