Role in promoting China’s economic development is very important, one of the real estate industry as a pillar industry of the national economy, fiscal revenue for some small and medium-sized cities; mainly by selling land to support the effectiveness of the real estate industry is even more obvious. Risks in front of the rising prices, the state of the real estate market regulation deepening, along with the policy of "restriction" under the influence of a strong executive order color, as well as by the impact of excess liquidity and inflation, speculative funds being fought in the second and third tier cities, such third-tier cities rising house prices, and hit a new high. The third-tier cities real estate market with extensive research, second-tier city real estate market are the same, there are different places. Third-tier cities real estate market has a small capacity, environmentally sensitive, volatile and other features.To solve many of the problems encountered in the third-tier cities in the real estate development process real estate an important position in China’s national economy, the Software Capability Maturity, and sustainable development based on the theory, refer to the relevant literature, the integrated use of observation, literature expert interviews, the survey, expert scoring, security research law, third-tier cities in China real estate market maturity targeted data collection. Description of the problem in accordance with the status quo, thinking of proposing solutions.Through research the following conclusions:(1) Third-tier cities real estate market, compared with a first-and second-tier cities real estate market has a small capacity, environmentally sensitive and volatile characteristics.(2) The establishment of a relatively comprehensive index system of third-tier cities real estate market characteristics.(3) Discrimination of the original level, the initial level, pioneering stage, extended system level different maturity levels of the characteristics of the real estate market, the use of gray theory to establish a third tier cities real estate market maturity gray evaluation model.(4) For the real estate market of Taizhou City, Jiangsu Province, the the study empirical analysis, obtained the city’s current maturity level for the development level,and indicate the path of development of the city’s real estate market.
