Research On Intensive Utilization Of Rural Homestead Land Of Shangqiu City

In recent years, with the accelerated process of urbanization and industrialization, the objectives of a rapid change from rural population to urban population have been achieved. As a result, the demand of urban construction land are sharply rising, the pressure on urban construction land are increasing. At the same time, the idle rural homestead have not got a justifiable transferring and arranging,many rural areas have appeared the phenomenon of empty villages, resulting in a waste of rural homestead. Shangqiu is a big city with much of the population, developed agriculture, as the eastern window of Zhongyuan Urban Agglomeration City, the development of Shangqiu regional has strategic significance. Furthermore, as the exit mechanism reform pilot area of Henan idle rural homestead, the problems and experiences occurred during the intensive use of Shangqiu rural homestead have the typical reference value.This paper summarizes the status of Shangqiu rural homestead, starting from four aspects, such as homestead involvement output levek utilization and use of the dynamic potential, building the evaluation system of the intensive utilization of Shangqiu rural homestead. This paper analyzed the trade and intensive use of household in Shangqiu city. On the basis of summing up the successful experience of Chengdu, Jinhua City, this paper puts forward the countermeasures and proposals for helping to improve the intensive use levels of Shangqiu rural homestead. The study helps us improve the evaluation index system of rural homestead intensive use, but also conduct to promo intensive use of rural homestead in Henan Province and the surrounding areas.The study has some theoretical and practical significance.Through the empirical research for intensive use level of Shangqiu rural homestead, this article gets the following conclusions:(1)The intensive use level of Rural homestead has a relationship with homestead input level, the level of output, the proportion of migrant villagers, homestead circulation system and other factors; homestead input level and intensive utilization level was positively correlated; Output levels are also positively related to the degree of intensive use; With the increase in the proportion of migrant villagers, if the homestead can not get a justifiable transferring and arrangin, it will cause a negative impact for intensive use.(2) In order to smoothly achieve the objective of intensive use of the homestead, we need to support and cooperate with it in the aspect of legal protection, basic management, financial support, as well as indicators of income distribution ideological propaganda and mobilization, etc. There are many articles from predecessors about rural homestead intensive use, but because of the difficulties of data collection. Most of the literature remain theoretical, articles use the evaluation model for evaluating the level of intensive use of rural house foundation are relatively few. This paper use time series analysis from four levels, as rural house foundation input level, output level, and the degree of utilization of the potential use of dynamic. Study the intensive utilization of Shangqiu rural house foundation, innovative the content of the study. Furthermore, this paper references the intensive utilization evaluation of urban residential land and rural residential land, according to the actual situation, reclassifying and optimizing the Evaluation of intensive use of rural homestead.Because of the difficulties of data collection, the construction of the indicator system is not perfect. The resulting of the evaluation of intensive use of Shangqiu rural homestead maybe have a certain deviation. These will be in some extent effectiveness and practical guiding value of the economical and intensive utilization evaluation. It needs to be further improved and perfected in the future study.
