A famous conclusion came from Scott and Storper (1992) is that the world has become"economic mosaic"because of the existence of many industry clusters which product the most wealth of the world. The strong competition ability of these clusters makes themselves a wide-spread focus in theory and practice domain, so the innovation of cluster is one of important issues. The innovation ability is the base which can make effect on the existence and development of industry cluster, and it also is the method to improve competition, expand scale and develop it. The spread of technology innovation can make firms get all kinds of knowledge which needed by it as possible as them can, and make the innovation faster. In the end, the innovation of the whole clusters will be improved farther.This paper adopted methods of theory combined practice, criterion analysis combined demonstration analysis, and qualitative analysis combined quantitative analysis. It analyzed conception, types and demarcation. This paper defined cluster as regional innovation system or regional innovation network, divided cluster into five types from the development of cluster, expatiated demarcation methods of Baud's, special Geordie coefficient and district and location quotient. This paper also analyzed the conception of technology innovation and cluster innovation system of diffusion theoretically, concluded the composing parts, characteristic, composing ways and effect factors of the cluster innovation system of diffusion. In the end, this paper took some models of technology innovation diffusion for example; illustrated technology innovation diffusion has a very important function on the development of industry cluster.
