Starting from industrial organization theory, strategic management theory and technological innovation, this dissertation makes a deep qualitative and quantitative research on the technological innovation based on industrial cluster in the background of economic globalization by the approaches of systematic analysis and game analysis.Technological innovation has become the crucial factor affecting the economic development of an enterprise, a region, even a nation. The value and real significance of technological innovation is not only itself but also the technological innovation diffusion. The industrial cluster is a new form of industrial organization revolving competitions between regions and countries in the world. Starting mainly from the technological innovation which is a crucial factor constructing the core competitiveness of industrial cluster, this research analyzes the two basic process of technological innovation and technological innovation diffusion of enterprises in industrial cluster, studies how the enterprises determine the investment level of technological innovation, yield and profits when taking technological innovation in the context of industrial cluster, and studies how the enterprises make optimal strategic choices when making technological innovation based on industrial cluster. This research also makes analysis on the process of technological innovation diffusion and the rules of technological innovation in industrial cluster, explores new approaches to further study on technological innovation in industrial cluster. This research has highly practical guidance and policy significance to the enterprises of industrial cluster in our country.This paper analysis the technological innovation based on the industrial cluster from four aspects. Firstly, making analysis on the dynamic of technological innovation and its impact factors in industrial cluster, and indicating the notable features of technological innovation in industrial cluster. Secondly, making analysis on the game process and performance of technological innovation in industrial cluster through a two-stage dynamic games process when enterprises in cooperation and non-cooperation during technological innovation, how to choose cooperative partners for technological innovation was analyzed. Thirdly, making analysis on policies of technological innovation in industrial cluster from the aspects of governmental subsidies and preferential tax policies, and analyzing effects of government policies about the technological innovation in industrial cluster by using three-stage dynamic game. Finally, making analysis on the technological innovation diffusion of industrial cluster from views of the macro and micro economy, and establishing the random diffusion model of technological innovation diffusion. A forecast of technological innovation diffusion is made by using BP neural network. As an empirical study to theoretical research, this dissertation makes a detailed analysis on the technological innovation in Shenzhen Municipal industrial cluster in the last part.Some conclusions are drawn from the research as following:1. Compared with the non-industrial cluster, technological innovation has significantly different characteristics based on industrial cluster. The dynamic source of technological innovation within the industrial cluster is pursuing profits of technological innovation. The drive of technology, the drawing force of market demand, the coercive power of the government and the promote force of enterprise are four main driving forces for technical innovation.2. When the enterprises in industrial cluster innovate with cooperation, the better the closer distance between the cooperative enterprises, its technical innovation, and quantity of production, profit and social welfare will increases along with the distance between enterprises reducing. When the enterprises choose non-cooperation innovation in industrial cluster, the distance between enterprises has little effect and the spill coefficient of technical innovation become the main factor. In any case, the output and profits of independent innovation is the largest. It reflects the first-mover advantage of independent innovation in enterprises, and the tremendous profits by the winner. The proposals of how to choose cooperative partners for technological innovation for innovation enterprises were given.3. This paper makes qualitative and quantitative analysis on the impact of government's policy to technological innovation in industrial cluster. The results show that the technological innovation subsidies and the government tax incentives will promote industrial cluster technological innovation, but with different degree. From the macro perspective, the law of technological innovation diffusion in industrial cluster also presents an"S"shape. This paper makes a forecast analysis on the diffusion of technological innovation by BP neural network model. The results indicate that the established BP neural network forecast model is extremely practical and effective.
