Public Employment Services,a nonprofit employment services provided by thepublic sector,is an important system. Nowadays, more and more countries rely on thepublic employment service system, as government employment policy and labormarket regulation policy carrier to solve the unemployment problem. The12thFive-Year period, our nation clearly to establish the public employment servicesystem, and to create the necessary conditions of employment for all workers,strengthen labor protection, improve the working environment, protect the legitimaterights and interests, and promote full employment and harmonious labor relations.Therefore, the role of public employment services is increasingly important.Assessment of the efficiency of public employment services is a probleminvolving multi-input and multi-output. DEA model is the way to solve a similarproblem of multi-input and multi-output efficiency, and have applications in manyareas. This paper uses the DEA model to study the efficiency of employment agenciesand employment training of China’s public employment service. On one hand,mystudy across ten years; On the other hand, I selected31districts compared.Additionally, I compared the efficiency of public institutions and private sector ofemployment services.I analyzes the various input and output data with DEA method.The results showthat:1) national public employment services employment agency service efficiencyhas increased annually, but inefficiency of employment and training services, andshow a downward trend of the technological efficiency;2) high-efficiency areas aremainly located in the southeast of China; the medium efficiency areas are mainlydistributed in the middle areas; inefficient areas are mainly distributed in northeast,northwest and southwest.3) the efficiency of employment service of the Publicsectors below Private sectors. But in recent years, the efficiency of Public sectorsincreased.Based on the above situation, our public employment department should:improve the government to the public employment service of the expenditurestructure, fine public employment service system, introducing competition mechanism,improve the public employment service agencies efficiency evaluation system. At thesame time, promote the public and private employment service departmentcooperation.
