Study On The Land Consolidation Potential Evaluation Based On The Cultivated Land Quality Evaluation

In recent years, along with the industrialization and the urbanization levelunceasing enhancement, the cultivated area reduced unceasingly, the contradictionbetween people and land is becoming increasingly prominent. How to achieve thesustainable use of land resources has become one of the major issues whichhumanity is confronted with today. Land consolidation is an important way topromote the sustainable land use, and as an important part of the overall land useplanning, it can effectively increase the area of cultivated land, improve the qualityof cultivated land, and land utilization rate and land utilization efficiency. Theresearch from different angles on potential evaluation of land in rural areas will behelpful to promote the rural land consolidation work by a scientific and rational way.This study, on the basis of land consolidation study at home and abroad and thequality evaluation of cultivated land, combining with land use planning results, andfrom land consolidation practice, determined land consolidation goals, evaluatedfour single potential like the consolidation number potential, cultivated land naturalquality grade potential, cultivated land utilization grade potential and cultivated landeconomic grade potential and divided individual potential zones. Then it evaluatesthe comprehensive potential, obtains and regionalization the comprehensive potential.Taking Feixiang County in Hebei Province as a case study, this paper concludes asfollows:(1) Determines the land consolidation goal on the base of research in the landconsolidation connotation and potential connotation. The length of rural roads inFeixiang County did not change after land consolidation, the field path occupyingland area width is5.2meters and the production road occupying land area width is2.6meters. The ratio between the field path and the production road is1:2.According to the outcome of the frequency analysis of the agricultural land inFeixiang County, this paper, combining the Feixiang County economic status,determines the grades respectively: cultivated land quality grade is15th category,cultivated land use grade is9th category, cultivated land economic grade is6thcategory. (2)This paper has proposed single potential evaluation methods about the landconsolidation number potential, cultivated land natural quality potential, cultivatedland utilization potential and economic potential and so on. On this basis of theevaluation of the comprehensive potential for land consolidation, it divides the areainto several potential zones. Through the regionalization on land consolidationcomprehensive potential, this paper ensures the important area and the temporalarrangement. And through the study on the single potential of land consolidation, thedirection in the each consolidation area is clear.(3) The land consolidation number potential is567.69, the land consolidationquality potential is98960.56, the land consolidation utilization potential is77779.94,and the land consolidation economic potential is66578.28. In accordance with thenumber of pumping law analysis it draws the partitions of the quantitive potential, thenatural quality potential, the utilization potential and the economic potential. Usingclustering analysis, it divides the potential level of integrated land consolidation intofirst consolidation zone,, second consolidation zone, and third consolidation zone.Based on the results of land consolidation potential partition, this paper dividescomprehensive potential partition, at the same time, land consolidation timing isdetermined which is based on the Feixiang land consolidation planning.
