Industrial structure, which reflects the relationships between different industries onthe technology efficiency level or the economic level, was not put forward until lastcentury. It determines economic development in a region because a reasonableindustrial structure can realize optimal configuration of resources. When regionaleconomy rises to a certain stage, resources will flow to the departments which havehigher utilization efficiency, thus the industrial structure changes; in turn, changes to ahigher level of industrial structure will also promote economic growth of a region. Thelargest use of resources will lead to economy acceleration and efficiency increase, sothat industrial structure will be improved.Although we have obtained certain research results of the optimization of industrialstructure, but domestic researches on the relevant theories, evolution law, constraints ofindustrial structure and so on, basically remain on the level of qualitative analysis, lackof quantitative analysis.In this paper, the first chapter is the introduction part and the second chapter is thetheoretical part. The third chapter carries on analysis of the present condition ofChongqing’s industrial structure. It analyses the three industrial structure and theproportion changes of each industry after industrial added value was classifiedaccording to different types. Respectively using deviation share analysis method andinput-output analysis method it analysis Chongqing’s industrial structure benefit andindustrial correlation.The fourth chapter analyses the distribution of energy consumption in the threeindustries, overall energy consumption structure and energy consumption structurewithin industrial departments in Chongqing. It comes to the conclusion that energyconsumption of the second industry is the largest, high carbon energy such as coal andoil in total energy consumption accounts for the largest proportion and the coalresources consumption in recent years has continuously decreased. It introduces theformulas for calculating carbon emissions and we can conclude carbon emission withineach industrial department in Chongqing and its change trend by generating data of allkinds of energy consumption of each department inside Chongqing industry and carbonemission coefficient of various energy into the formula.The fifth chapter evaluates Chongqing’s industrial structure rationally and highly,and puts forward the problems of it.The sixth chapter studies Chongqing’s industrial structure optimization based onthe perspective of energy consumption, establishes econometric model and carries onthe test of it. We can draw a conclusion that the proportions of the first industry and thethird industry and energy consumption have co-integration relationship which indicatesthat there is long-term stable relationship among them.The seventh chapter summarizes the conclusions of the study, carries on theanalysis places where are not perfect and looks forward to improve them later.
