In this paper, the research based on the urban-rural dual economic theory, theinverted "U" theory, the theory of human capital and the regional income inequalitytheory, summarizing the research results of other’s,According to the latitude of timeand space,analysing the evolution of the gap between the income of urban and ruralresidents in Chongqing and using factor analysis method to study the factors,analysing the reasons of its changes, and learning from the experience of other regionsin China and foreign countries which in the process of narrowing the gap betweenurban and rural areas, then give several policy recommendations to narrow theincome of urban and rural residents in Chongqing gap.Firstly, analysing the character of Chongqing urban and rural residents’ incomegap on the present situation and evolution. Using the comparative analysis method tostudy the income gap. From the longitudinal angle to compare the evolution of thecharacteristics of its own time and space, from the horizontal angle to compare withthe nationwide’s,the main conclusions of the income of urban and rural residents inChongqing is a large gap, which is mainly manifested in two aspects, by thespace-time evolution of the trajectory, the income of urban residents in Chongqinggrew faster than the income of rural residents, and the gap is expanding; from thehorizontal angle, the income gap between urban and rural areas in Chongqing abovethe national average. Third, compare the regions in Chongqing, there is a obviousperformance named "the circle wing" gap.Secondly, analysing the reasons for the change of Chongqing urban-rural incomegap. Using factor analysis methods to analysis the measurable factors in the reasonsfor the gap between urban and rural incomes, combining the multiple regression,non-quantifiable factors for the systematic analysis. The main conclusions is thesocio-economic development is conducive to narrowing of the income gap, the biasedpolicy of the city, the ideological quality of farmers and some natural factors affectingfarmers’ income is largely hindered the narrowing of the income gap between urbanand rural residents.Once more, analysing the domestic and international experience on narrowingthe income gap between urban and rural residents. Study Jiangsu, Zhejiang andChengdu in narrowing the income gap between urban and rural residents to takepositive measures, stressed the Government’s top-level design and macro control toachieve free movement of factors between urban and rural areas, strengthening inter-regional integration, innovating way for farmers’income, and enhancingmotivation of farmers’ income; that the choice of government behavior has a pivotalrole in narrowing the income gap between urban and rural residents, the long-termsustainability of the coordinated development of urban and rural areas benefit fromthe central government funds, fiscal subsidies, preferential policies supporting.Finally, the study shows that the Chongqing urban-rural income gap is greaterthan the national average, and the income gap of regions in Chongqing is large. SoChongqing should adhere to play the role of the government’s macro-regulation,balanced urban and rural resource, and coordinate the development of the "ring wing",and properly solve the root problems that affecting farmers ’income to endogenousgrowth of farmers’ income, effectively narrowing the urban-rural income gap inChongqing..
