The Mechanism,model And Optimization Of Enterprises-driven Poverty Alleviation

Poverty is an important factor hindering our country's social progress and development,and it has received widespread attention from all walks of life.After years of efforts,China has embarked on a path of poverty alleviation and development with Chinese characteristics.The results of poverty alleviation have attracted worldwide attention and the problem of rural poverty has been greatly alleviated.As China's poverty alleviation work has entered an important stage of decisive battles,poverty problem of China presents new characteristics.The traditional government-led model of poverty alleviation has been unable to meet the needs of poverty alleviation tasks in the new era.And building a government-led,market operations and social participation pattern of poverty alleviation has become a key task for targeted poverty alleviation.Under the guidance of the government,enterprises takes advantage of market,capital,technology and information to take on social responsibilities to drive poverty alleviation,poor areas and the poor also give full play to their own resource advantages to effectively connect with enterprises,and ultimately promote the government,enterprises and the poor develop and benefit together.Therefore,the research on theories and practices related to enterprise-driven poverty alleviation can provide a reference for improving the poverty alleviation development governance system and solve the overall regional poverty in deep poverty areas.Based on the theoretical research and practical experience of Chinese and foreign literature,the paper summarizes the mechanism and driving mode of enterprise-driven poverty alleviation.Based on field survey data of Anhui Fuzhonghe ecological agriculture development company limited in May 2019,the structural equation model is used to analyze the social cognition of enterprise-driven poverty alleviation,and constructs an efficiency evaluation index system to evaluate the efficiency of driving.The comparative analysis shows the advantages and disadvantages of the five models of enterprise-driven poverty alleviation.Therefore,it is an urgent to propose measures to further optimize the model of enterprise-driven poverty alleviation from the aspects of innovative enterprise-driven poverty alleviation model,improve the ability of enterprise-driven poverty alleviation,increase government support and improve interest linkage mechanism.First of all,the paper analyzes the mechanism of enterprise-driven poverty alleviation from the theoretical level.From the four dimensions of motivation,general operation,supervision and evaluation,feedback and correction of government,enterprises,the poorand social organizations,the paper summarizes the basic framework of the mechanism of enterprise-driven poverty alleviation.Secondly,based on the differences in the methods of interest linkage,the paper summarizes five typical models of enterprise-driven poverty alleviation,that is,which are leasing operation drives poverty alleviation mode,service guarantee drives poverty alleviation mode,labor connection drives poverty alleviation mode,share cooperation drives poverty alleviation mode and organization cooperation drives poverty alleviation mode.And analyzed the specific operation,advantages and disadvantages of each mode,and listed typical cases to explain.Thirdly,the paper selects Anhui Fuzhonghe ecological agriculture development company limited as the research object,uses the structural equation model to examine the social cognition and efficiency evaluation of enterprise-driven poverty alleviation.The research shows that government-led,enterprise-driven,social coordination and integration of the poor have a significant positive impact on social cognition of enterprise-driven poverty alleviation,and social cognition from high to low is labor connection drives poverty alleviation mode,organization cooperation drives poverty alleviation mode,service guarantee drives poverty alleviation mode,share cooperation drives poverty alleviation mode and leasing operation drives poverty alleviation mode.The analysis finds that the resource endowment of the poor affects the efficiency of enterprise-driven poverty alleviation through active selection of the mode of enterprise-driven poverty alleviation.There are differences in the driving efficiency of each village and drive efficiency from high to low is organization cooperation drives poverty alleviation mode,service guarantee drives poverty alleviation mode,leasing operation drives poverty alleviation mode,share cooperation drives poverty alleviation mode and labor connection drives poverty alleviation mode.Finally,on the basis of summing up the conclusions of the full text,the optimization direction of the enterprise-driven poverty alleviation model is proposed from three aspects of optimization goals,optimization paths and optimization measures in order to build a long-term mechanism for enterprise-driven poverty alleviation and provide useful references for other poor areas to consolidate and improve the results of poverty alleviation.
