The manufacturing industry is the pillar industry in China’s economic development, whose development is inseparable with the development of China’s economic construction. In the background of low-carbon economic globalization, China’s traditional manufacturing industries highlight some drawbacks:low-tech, locating in most low-end industrial chain, weak competitiveness in the international market. However, the root cause which restricts the rapid and healthy development of China’s manufacturing industry is its ability to innovate has not been rapidly promoted n the context of green manufacturing. In addition, the environmental background of low-carbon economic puts forward higher requirements for China’s manufacturing low power, low emissions. Therefore, under major challenges of rapid development of the global low carbon economy, the development of green manufacturing innovation system has become the key to the development of China’s manufacturing industry.This study bases on the relevant research results at domestic and abroad. In the first place, the author defines the main elements of manufacturing green innovation system for low-carbon economy, that is, the principal elements, Functional elements and Environmental elements. The principal elements are the main body and supporting body of green innovation system. Functional elements, namely, the technical innovation function, Institutional innovation function and managing innovation function of green innovation system. Environmental elements, which are system and policy environment, market environment, and social and cultural environment. Three elements were analyzed on the basis of inputs of green innovation system personnel, capital investment, technical efficiency, economic efficiency, social aspects from the manufacturing as the influencing factors of green innovation system.Next, according to the constitution and influencing factors of green innovation system, the author constructs measure index system based on low-carbon economy, green manufacturing innovation system performance. This measure index system is constructed mainly from the body, function, environment and low carbon levels of innovation system as four indicators. This article will combine fuzzy mathematics methods with DEA to evaluate manufacturing green innovation system. Finally, the empirical part takes Harbin equipment manufacturing as example to prove the feasibility and scientific of above views, and gives the corresponding measures and suggestions.
