Research On Safety Management Optimization Of DMPEC

With the development of industrial level, safety problems have received more and more attentions, and safety management becomes an important part of modern enterprise management. The study of safety management in the Western countries started from the first industrial revolution, while the true research and practice of safety management in our country started from1980s, having a late start. The petrochemical industry is a very dangerous industry, and production accidents, always severe accidents, are apt to happen. Therefore, this paper has important theoretical and practical significance to the safety management optimization study of DMPEC.Fully understand the business situation through field research, interviews, collecting corporate information security management, combined with the safety management theory to analyze the existing problems.Analysis of DMPEC’s current safety management situation revealed that security department is lack of early-stage preparations, does not pay enough attention to laws and regulations, especially preferential policies, and is not skilled in applied theories and technology; the enterprise does not form advanced safety culture; safety management system is not systematic; essential safety management exists a lot of problems, such as, leaders and employee lack of recognition, lack of standards, and insufficient combination with advanced technology; although the enterprise has its own information system, it is mainly to support production and has little use in risk identification, so the enterprise has poor ability to identify and eliminate risk.According to the theory of risk identification, security management theory, put forward a series of optimization methods and measures for the problems discovered in status analysis. Firstly, laws and regulations, as well as applied theories and technology, that security department should learn are summarized, ensuring the science, effectiveness and efficiency of safety management process. Secondly, Safety culture is cultivated by leader’s valuing, total involvement and reform of safety education and publicity. The mode and system of safety management should be optimized and safety management system should be systematized. Current essential safety management of the enterprise should be optimized, all personnel’s recognition should be unified and relevant standards should be established; equipment standards should be established; analytic hierarchy process should be used to combine qualitative and quantitative methods in comprehensive assessment; essential management and advanced technology should be well combined. Information system, On the basis of the current one, should be based on risk identification. The system mainly contains4parts:establishing risk index system; adding the function of risk analysis; establishing risk source handling mechanism; establishing system updating mechanism.
