Water transport is the most expensive transport mode of international transport system at present. In this context, the role of port in the supply chain has changed. To building core competition ability in an ever-changing international and domestic economic environment has the positive significance for the port itself and regional economic area.This paper takes the Longkou port as the research object, makes field researches and the consult massive materials. Bases on the SWOT analysis method and throughput forecasting methods such as gray prediction model and cargo forecasting method, this thesis systematically analyses about the internal and external environment, identifies strengths, weaknesses, opportunities and threats of Longkou Port, and then definitudes the development goals and strategic priorities.According to the port industry development trend during the12th national five-year plan and the recent development of Longkou port positioning itself, the paper makes developing plans about coal, bauxite, petrochemical, Ore mineral, cement, wood, foodstuff and container. To become a100-million-ton modern port, there can be five development countermeasures about resource development, harbor construction, operation control, harbor industry development, human resource management and the development of information technology. In addition, the paper suggests that the managers can keep real time supervision on the event reached to control in to fulfill beforehand, responsibility.The study on the development countermeasures in Longkou Port is a huge system project. The paper combines modern enterprise management theory, modern logistics theory, grey system theory with the actual development of port enterprises. The research methods and some development countermeasures have a certain reference value for achieving a strategic transformation of the similar port enterprises.
