Tianjin port is an important coastal hub port, it is a major foreign trade port of the Beijing, Tianjin、Hebei region and north China, it is also the transshipment port of northwest energy supplies and raw materials transportation, the main container port and the modern logistics development port in the northern area, Tianjin port cargo throughput is476million tons in2012, the container throughput is12.3million TEU, rising by5.3%and6.2%respectively than the same period. Abundant hinterland and excellent geographical conditions of Tianjin port provides a convenient port conditions for each big wharf, at the same time, r each big port in order to achieve the better development also faces all kinds of competition, how to actively adopt various strategies to grasp dynamic market and upgrade their competitive power, is the key of the major container terminals that needs to consider, as a result, the container terminal development strategy research becomes an important subject.First of all, this paper summarizes the container terminals and the development strategy. It introduces the concept, construction and function of the container docks. Then about the container terminal development strategy, a brief overview is made on the concepts, all of this provides a theoretical basis for the TECT development strategy research.Secondly, it carries on the detailed analysis of the present situation and development trend for the development of Tianjin port the TECT. Then have the PEST analysis and SWOT analysis for TECT, and from the strengths, weaknesses, opportunities and threats four aspects, construct the SO, settlement, ST and WT strategy combination for further study.Then, collect the relevant data of Tianjin port container throughput in recent years, by using time series method of exponential smoothing prediction model and gray data forecast model and the last two kinds of forecasting method predicted values of the weighted average model to predict the container throughput of Tianjin port during2001-2010, this paper compares and analyzes three methods of forecast for2006-2010container throughput forecast results,the prediction results of combination forecast method is more accurate, using this forecast method to predict Tianjin port container throughput during2013-2020. Because the operating time is too short, the TECT built data throughput is limited, the article uses proportion of TECT throughout in Tianjin port to implement the evaluation prediction of TECT throughput.Last, based on the above analysis, in view of the problems now existing in Tianjin port container transportation, and other Tianjin port container terminal at home and abroad for reference, put forward the development strategy of TECT.
