With the booming of China’s reform and opening up of socialist modernization,"three rural" issue has become increasingly prominent of China’s economic development and people’s living standards to further improve the shackl es,causing widespread concern in the government and the community. The new pat tern of urban and rural economic and social integration, the Third Plenary Session of the12th Five-Year Plan stressed to eliminate institutional obstacles restricting th e coordinated development of urban and rural areas, to comprehensively promote u rban and rural development, improve the integration of urban and rural developme nt system. In Sichuan Province as the integration of urban and rural comprehensive reform pilot units in the preparation of Sichuan Province, the "12th Five-Year Plan ", the corresponding proposed new urbanization,new rural construction and develo pment of urban and rural towns. The process of urbanization is imperative and also long way to go.As the rural grass-roots units, township play a basic role in economic and social development in rural areas and even in the whole country,which is the base and foothold to solve the "three rural" issue and the process of urbanization.Development of township economy is a necessary way to solve the problem above. Previous studies tend to the important role of the economic system itself to study and consider the economic problems both in theory and explore the field or the practice of the process of exploration, ignoring the non-economic factors. As a hidden factor, non-economic factors is not only a certain extent toimpact and constraint the various areas, especially in poverty-stricken areas of rural economic and social development process,it will also affect the overall situation of research in this article pointed out the need for further researchunder certain conditions.Eig hteen proposed that taking economic construction as the center as well as the multi-dimensional approach to development of political,cultural, social and ecological construction and so on. Premier Li Keqiang stressed the transformetion in the role of government in the development of urbanization, which is mainly charged with the problems of other social management and urban governance in the transportation, environment,housing,health care,public health, culture, education.Therefore,inorder to provide the basis for government decision-making,it has an extremely important practical significance and significance to start from the point of view of the non-economic factors to understand and grasp the link between the non-economic factors and economic development to predict the trend of economic development in rural areas, to track the process of urban-rural integration.The possible innovation is mainly reflected in the following aspects:First, the theory of non-economic factors focus on the economic development of the region, and more concentrated in the theoretical analysis. It is very few about economic and geographical research such as the township which has obvious administrative features. In this paper, research subjects focus mainly on the theoretical and empirical aspects of the rural township economy, and both theoretical and empirical system implicate that the township level of economic development and non-economic factors affect their development, so the author manages to study the basic problem of the township economic foundations, then provides some theoretical supplements.Second, empowering support the choice of methods for the evaluation of the system. Regional economic development is both a problem of economic theory and methodological issues of statistical measure. In the process of economic development and the regulation, selecting the appropriate method in the comprehensive evaluation of the township’s economic development is the key, and due to the different mechanisms of different weight methods, use a different meth od of empowerment evaluation of the same group may results in comprehensive differences. If the empowerment selection method is unreasonable, the weight of each index lost power and the meaning of the evaluation results are not accurate. And lay the new foundation of using the objective weighting and subjective amendment method to the selecting of weights.How to achieve regional economic development, especially in the scientific development of township economic, path selection problem is still lack of compre hensive, systematic empirical research and summarization. Based on the evaluatio n of township economic development in Sichuan Province, objective facts reflect the level of economic development of the township.Through the analysis of the degree of economic development of the township and its reasons, to identify the fa ctors of restricting the township’s economic development, so that all levels of gove rnment will make more appropriately targeted policy measures.
