As the global economic integrating and the deepening of the reform of the financial management system, the increasingly fierce competition in the same industry at home and abroad, it is important to put forward new demands and challenges on the management of commercial banks,In such an environment, the commercial banks earn the living space by establishing a high-quality banking personnel to respond flexibly to changes in market demand as soon as possible. The building of the personnel must have a scientific and effective performance evaluation system of commercial banks based, and the operation and management of the commercial banks as well as the realization of the strategic objectives is also inseparable from the performance evaluation system. For a long time, how the commercial banks to carry out scientific and effective performance evaluation has been a western academia hot, and it has formed a representative of management theory, evaluation methods and practical application system. Accordingly, Chinese academic circles also do much research on the performance evaluation of the commercial banks in recent years.CITIC Bank C Branch is a Branch of CITIC Bank in the southwest region, its indicators are among the best in the ranking of local small and medium-sized joint-stock commercial banks.However, by the author of questionnaires and interviews, I found that its performance evaluation of the current situation having some issues, such as strategic objectives cannot be a good combination with the goals and targets of performance evaluation; existing performance evaluation problems; insufficient incentives for long-term development and other issues. These will lead to the C Branch difficult to achieve the overall strategy of the CITIC Bank.Order to successfully achieve the strategic objectives of the CITIC Bank, we need to re-design the C branch of performance evaluation index system, on the basis of theoretical studies, I tried the oriented corporate strategy, Balanced build for the C Branch tiered strategy-oriented performance evaluation system, it can help the C branch of performance objectives for all employees associated with its strategic objectives, development strategy.The expected contribution of this paper is as follows:Theory, the basis is now the main method of performance evaluation summarizes its main drawback to do a comparative analysis, this choice of the subsequent commercial banks performance evaluation method has a reference value and reference. Practice, this article attempts to two dimensions, vertical and horizontal, tiered design of performance evaluation index system. From the vertical perspective, we set up the branch level and the branch level performance evaluation index system; from lateral view only selected department representative set of performance evaluation index system of the department-level, also set specific positions the positions of performance evaluation index system. This approach is more comprehensive, systematic, operability, and also more in line with the requirements of the Strategic Enterprise Management.Limited to the author’s level, the paper weights assigned without making a more in-depth and meticulous research performance evaluation also failed to complete Balanced Scorecard connection with incentive pay. Organization, evaluation, implementation and management of performance evaluation, evaluation feedback, evaluation results on the performance evaluation system has been how to ensure the effective implementation and use of content is equally important, and will be further studied in future work, learning and thinking.
