AVIC Shenyang engine Design and Research institute(power institute) is the earliestaero engine research institute, and also is the only one large and medium-sized military aeroengine engineering R&D center. The whole aero engine industry is facing a huge marketspace and growth potential prospect, which provides ample space and stable businessplatform for the development of the institute. The aero engine development is a hightechnology intensive industry, so the quality and ability of talent team are the decisivefactors to achieve the sustainable development of this industry. Facing rare opportunities fordevelopment, AVIC power institute is urgent need to solve a series of problems of talentteam construction, especially enhance the ability of R&D personnel, which has a strongstrategic and practical significance.Qualification system is not only the system of evaluation staff ability, but also is thesystem of development the ability of employees. Qualification reflects the needs of theorganization, but also reflects the employee’s professional competency. Through theemployee occupation development channel is established, it couold make all kinds of talentsdevelop freely, avoid the phenomenon of only single plank bridge management way occur.This system could form effective guiding mechanism by constructing the qualificationstandards, and play an effective role in promoting the employees through certificating thequalification grades,and could enhance the ability of employee eventually.Because AVIC power institute belongs high tech intensive industry, so the professionalemployee has the characteristics of specificity and scarcity. Over the past50years, humanresources management system has been double bounded by the system and ideas,operatingin the system of public service unit. In the face of extensive scientific research tasks, themanagement urgent need to be transformed only because the traditional extensive-likepersonnel management could not meet the requirements of the sustainable development. Theinnovation of this paper is this, breaking the bonds based on ensure the institute smoothoperation, seeking the external support without successful experience for reference. Takingpersonel as the core, through the researching of theory and method of the human resourcemanagement strategic,taking the construction of R&D personnel system as a breakthrough, actively promote the human resources management system transform and upgrade.In the project construction of R&D personnel ability system, AVIC power institutebuild a core talents system, namely, R&D personnel qualification system, which laid thefoundation for broadenning the employee development channel, optimizing the personnelstructure, training inter-disciplinary talents. During the period, we realized thetransformation of human resource management functions, trained a number of humanresource managers, and made the frontline human resource managers and the employeeshave a deep understanding of the advanced human resource management theory. Thepractice experience of this project has accumulated successful experience for follow-uphuman resources management system construction of AVIC power institute,and at the sametime provided a successful example for the reform of the industry of similar institutes.
