The Study On Countermeasures Of Proceeding New Industrialization In The Central Underdeveloped Areas

The studies on theory and the historical experience show that industrialization is anecessary choise to developing economy of any country.The new industrialization,a newidea of industrial development raised in the new stage under the new circumstances, hasreceived remarkable progress in guiding and accelerating the new industrialization in ourcountry since it was firstly proposed in the sixteen party congress.The midland,as thebridge connecting the east to west, is the important region of our country which is facing apractical task of accomplishing industrialization rapidly.However, it is difficult to carryout industrialization in some less developed regions because of the poor fundamentalconditions and the influences of the traditional pattern of industrialization, which seriouslyblocks the whole progress of industrialization in the midland.It is necessary to explore an effective road to develop industry on the basis ofanalysing the urgent situations and real difficulties in the new industrialization of thecentral underdeveloped area.This article, which cites “Shaoyang city”as a case,using theargument pattern “from general to specific and then to general”to make a study on the newindustrialization of the central underdeveloped areas, considers that only basing on itsown conditions,playing comparative advantages and taking effective measures to proceedthe new industrialization, can we accelerate the process of modernization, bring about thewhole development of economy and society, and change the looks of the centralunderdeveloped area.The article consists of four parts.The first part analyses the basic theory of“proceeding new industrialization in the central underdeveloped area” which contains thedefinition of concepts of “the central underdeveloped areas and “new industrialization”,and the necessity and feasibility of it.The second part mainly analyses the mechanism ofproceeding new industrialization through reviewing and summarizing the domestic andforeign development model of industrialization. The third part which takes Shaoyang cityas a case,finds out the cause that leads to dilemma of proceeding new industrialization inthe central underdeveloped area,on the basis of the analysis in measures, effects andproblems of Shaoyang city.The fourth part raises solutions and suggestions on “proceedingnew industrialization in the central underdeveloped area” basing on the analysis of thetheory,characteristics and mechanisms drawn from the pre-contents.
