Speeding up the transformation of economic development mode and improving theability of independent innovation are important means to realize the economic healthyprogress of China. The common problem of the country, governments at all levels andenterprises is whether as a basic body, the innovative enterprises can keep on the healthydevelopment. The development of enterprises includes two factors “quantity” and “quality”.Growth of “quantity” is the base of that of “quality”. So, it is important to promote the scalegrowth of innovative enterprises which help the development of enterprises. As a dependentfactor of innovative enterprises, the elements of regional environment have an importantguiding significance for the influencing mechanism of scale growth of innovative enterprisesand the scale growth of innovative enterprises.According to the “resource-based” and “ability-based” views, the external factorspromote the development of enterprises by means of affecting the internal factors oforganization. So, in order to establish the connection between internality and externality ofenterprises, the organizational learning and intellectual capital are added between the regionalfactors and scale growth of innovative growth. The organizational learning is helpful tocoordinating the relation between internal and external environment. On the other hand, asintangible resource, the intellectual capital can promote the scale growth of enterprises.First of all, by the review of literature, the paper defines the terms including the regionalfactor and constitution, scale growth of innovative enterprises, organizational learning, andintellectual capital. At same time, we classify the process of organizational learning andintellectual capital. Secondly, the paper explores the internal connection among the regionalfactors, organizational learning, intellectual capital and scale growth of enterprises. After that,we establish a research model. Then, the data are collected through questionnaire. Theresearch hypothesis is verified through multiple regression analysis and structural equationmodel etc. The research results show the four factors including the government service;business laws, human resource, and financial service have a directly significant effect on thescale development of enterprises. In addition, the elements including infrastructureconstruction, regional culture, human resource and regional network of innovation have also asignificant effect on the organizational learning. The intellectual capital can influence on thescale development of enterprises by means of the organizational learning indirectly as well.Finally, based on the empirical results, we proposes some countermeasures promoting the scale growth of innovative enterprises...
