Research On Petroleum Engineering Risk Management In View Of Petroleum Security

In recent years, with the rapid development of economy in our country, the domestic demand for oil, natural gas consumption maintained a fast growth speed. Under the current economic and technological level, our domestic petroleum engineering production capacity has appeared serious shortages.Half of the oil demand depended on the supply of international petroleum resources, a serious threat to the oil security of our country. In order to get rid of this situation, our country must strengthen the ability of oil exploration and development, constantly optimize in technical and management level. Petroleum engineering is the pioneer of oil exploration and development. The implementation of the national strategy of "going out" for the oil, in the field of exploration and development petroleum engineeringhas accumulated rich management experience, but with the change of the situation at home and abroad, petroleum engineeringalso has exposed the serious risk problem.On the basis of a large number of literature investigation and comprehensive analysis, the paper has identified the major problems that exist in the risk management of our petroleum corporations such as that risk management is not systematic, risk identification is not that reliable, risk analysis method is single and risk response ability is not strong and so on. This paper has also traced the deep-seated reasons, revealing that there is lack of enterprise investment strategy, internal risk management measures aretoo single, risk sharing and risk transfer channel is blocked, and there is lack of responsibility supervision mechanism. On this basis, some suggestions are put forward to China’s petroleum enterprises which are toimprove consciousness of risk management identify, to establish and improve the risk management system, to use an integrated risk management methods, and to improve the quality of risk management personnel and so on.Petroleum engineering risk management is a complex, integrated, dynamic management process, involving more than one link, multiple departments, multiplelevels. Research on petroleum engineering risk managementhas important significance to the petroleum corporations and our country. It can guarantee oil security and schedule control of construction projects, ensure the safety of petroleum engineering project investment, enhance the ability to get overseas international oil project, increase domestic oil supply, get the qualification to explore oil resources in special geographical position, and supply a solution to China’s oil supply and demand gap, and finally in some way safeguard national economic development and social stability.
