Human Resource Process Outsourcing (HRO) has been developing fast since the80s,coupled with steady and rapid economic growth of China over the last30years, HRO isready to embark on excellent expansion opportunities. However, the limiting factors arethe low skill sets of the industry’s management staff and lack of mature market operationmethods, severe competitions amongst domestic HRO units, many HR service providersare in difficulties with very low profit margins. As such, improving the managementquality, grasping the excellent development opportunities are issues which HRO entitieshave to deal with urgently.Based on the theory of Marketing, this paper studies the HRO market environment byusing Michael Porter’s Five Forces. The author assesses the strengths, weakness,opportunities and threats of Hebei HRO market via SWOT analysis, and then finds out theproblems of its current marketing strategy, further to make constructive suggestion andimplementation proposals.This paper weakens technicalities and emphasizes marketing operational details. Itmainly analyzes the resource strengths of S Group Hebei Branch, proposes direction forproduct renovation, channel building and promotion improvement. It provides new idea tothe development of S Group under the new trend of human resource service. There arestudy cases for strategic positioning, strategy planning and integration of HRO, as well asHRO marketing strategy of similar enterprises.
