With the opening-up of domestic market and acceleration of the economic globalization, China’s petroleum enterprises are facing increasingly fierce competition. Organizational performance becomes the priority of China’s petroleum enterprises to survive in the competition. As the basis of organizational performance, employee performance is gaining more and more momentum in enterprises. The key element for continuous improvement in employee performance in oil enterprises is to carry out performance evaluation effectively. The combination of performance evaluation with other tche of performance management contributes to the cultivation of enterprises’core competitiveness and innovation. Therefore, objective and fair performance evaluation of employees has become one of the focuses of enterprise management.Based on investigation on performance evaluation in Resaearch Institute of Z Oil field, the author provides a systematic exploration and analysis on the theory of performance evaluation and current situation as well as causes of existing problems in performance evaluation. The thesis applies Delphi Method and Key Performance Indicators to extract quotas of stuff performance evaluation to establish the criteria for employee performance evaluation. Method of weight factor judgment is also adopted to figure out the index weights of evaluation in employee performance. The index system of staff performance evaluation in Z Oil field Research Institute is then established, and the fuZZy comprehensive evaluation method is applied on staff performance evaluation. The paper also comes up with five measures to ensure the effective function of staff performance evaluation, including strengthening enterprise strategic guidance, enhancing the management of performance evaluation, emphasizing personnel training, adopting the result objectively, and improving the subsidiary mechanism of performance evaluation.
