As the basis of the information society, software industry has importantstrategic significance in the national economic and social development. With thelevel of equipment of the traditional manufacturing industry raising, thedisadvantages on software enterprises scale and international competitivenessappears day by day. The traditional software industrial cluster form began togradually change to virtual cluster. In many provinces, virtual operation mode ofsoftware park relying on the development of network information technologyplatform have made the practice achievement, but how to solve the virtual clusterrisk problem exposed in the development process, is still a subject puzzling forsoftware enterprises and government management department. For the virtualsoftware park is different from the traditional characteristics of industrial clusters,how to the evaluation and control risk is becoming an issue the virtual software parkdevelopment must face to.In this dissertation applies risk management theory to the software industryvirtual cluster research, mainly including risk identification, risk evaluation and riskcontrol of three parts. In the part of risk identification, this paper first defines theconcept of SIVC, and analyzes the formation of the software industry virtual clustermodel, system composition and operation mechanism, and based on this, accordingto certain risk identification principle and process, in the process of the developmentof virtual cluster risk types, sources and distribution of identification, risk indicatorsystem to provide theoretical basis for the establishment of; In the part of riskassessment, the expert investigation method and the analytic hierarchy process (AHP)construct the risk assessment model, through the calculation risk indicator score andweight evaluation risk rating, and according to the urgency of the risk assessmentresults put forward the risk response priority scheme; In risk control part, firstlyintroduces risk avoidance, risk transfer, risk mitigation and risk accept four riskcoping styles, and then through the "probability-influence" two dimensional modelanalysis, in view of the different levels of risk strategy are combined, and puts forward four SIVC life cycle stage of the risk, and finally resolve measures from thegovernment, the enterprise cluster, three aspects discusses the risk prevention andcontrol system arrangement; Finally, based on Guang-dong province SIVC empiricalanalysis to verify the effectiveness of the SIVC risk management theory.The results of the study show that, by constructing a risk assessment model forthe probability of SIVC risk factors and influence degree evaluation, so as to choosethe risk response strategy, and take the corresponding measures to prevent anddissolve, have the scientific theory and practice, the feasibility of this paper not onlyfurther enrich the existing virtual cluster risk management theory, but also for thesoftware enterprise provides risk guard against and defuse countermeasures, forgovernment management departments to formulate policy, perfect service to providereference.
