| As an important component of agriculture of new China, state farms in Jiangxi first appeared in1957. After the hard work of several generations for decades, Jiangxi state farms have grown increasingly strong. Covering a population of more than900,000and an area of590,000hectare now, Jiangxi state farms have already become a social economical system including154state-owned farms,280,000employees,14.6billion yuan GDP, institutes of secondary professional education and comprehensive departments of research, education, culture and hygiene. It plays a significant role in national economic and social development in Jiangxi.China state farms, the national team in agriculture, were created and developed under the special history condition in China, and have been committing to the exploration and practice on the construction of Chinese modern agriculture for a long time. Jiangxi state farms have been continuously exploring and reforming the management system characterized by state farms since1957. Jiangxi state farms have undergone various management systems, such as the Soviet Union-mode, the production and operation mode of industry chain under the planned economy, the management system which combined the market mechanism with the planning methods at the beginning of the21st century. Although a series of reforms have been carried out in all aspects of operation system in Jiangxi state farms, the planned economy management system has never been changed at all. The current management system and operation mechanism of state farm cannot meet the needs of the socialist market economy excellently, and further reform and improvement are quite necessary.The essay presents an outline of the development course of Jiangxi state farms, and analyses the current situation of its management system. The paper emphasizes on the problems confronted by the state farms management system, and put forwards the methods and suggestions in the further management system reform of state-owned agricultural enterprises. The research can be divided into three parts. Part one provides the theory foundation for management system reform of Jiangxi state farms by reviewing the theory of management system reform abroad and research concerning with state farms reform in China. Part two tries to explore the reasons and improvements for the systematic problems faced by Jiangxi state farms according to the analysis of its characteristics, course of development and current situation. The last part provides suggestions aiming at problems in Jiangxi state farms management system in aspects of policy, direction, principle, methods and supporting measures. |
