Study On The Improvement Of Low-rent Housing System Based On The Company Of Housing Security

In 1998, China carried out housing reform,established the housing system for high-income groups,the affordable housing system for middle-income groups and the low-rent housing system for low-income groups.In the ten years of low-rent housing system's operation, there have been many problems, such as: inadequate housing, narrow channels of funding sources, lack of effective exit mechanism, in particular the inefficient operation of government itself and the lack of specialized institutions. Therefore, this paper tentatively proposed the establishment of the Non-profit organization for low-rent housing services, called the Housing Security Company. And improved the Low-rent housing system based on the operation of housing security company.Second, commented the problems from the knowledge level, system level, operational level of China's low-rent housing system, tentatively put forward the idea of establishing the non-profit specialized agency of low-rent housing issues - housing security company(temporary name also desirable for other names), and analyzed the necessity of its establishment, Demonstrated the feasibility of the establishment of housing security, and used the running game theory that may arise during the lease between the government and with two games between the types of households were analyzed.Emphatically introduced the operation of Housing security company, including the availability of provision, the mode selection of supply based on NSFDSM (Non-structural Fuzzy Decision Method) of low-cost housing availability application, the access to eligibility and subsidy standards, to broaden the financing channels, inexpensive rent exit mechanism.
