Agriculture is the foundation of our national economy, its development related to the beneficial to the people’s livelihood. The vast land, diversified weather and cheap labor in China provide many advantages for the development of our country’s agriculture. In2012, our country exports about62.5billion dollars to foreign countries, approximately three times as much as ten years ago. Therefore, China’s agricultural exports have entered a rapid development track.. In Japan, due to its poor soil, the shortage of labor supply and the decrease of cultivated land area, the agricultural scale is small, agricultural products types are single and agricultural self-sufficiency rate is low. In this way, Japan needs to import large quantities of agricultural products.Japan is an important agricultural export market for China. But in recent years, although both the total amount of exports of agricultural products in China and exports to Japan have increased significantly, the proportion of export to Japan is falling, and there are still declining trend in the future. On the one hand, the fact reflect that our agriculture has developed fast, not only in total export but also in exportation to Japan; on the other hand, our agricultural products exportation has encounter a big problem, that is, the amount of exportation to developed countries is decreasing. On of the reason may be the green barriers which are made by Japan to protect its fragile agriculture and get rid of the economic crisis. And these barriers seriously hinder our export of agricultural products to Japan. Under this background, to analyze the green barriers of Japan is very meaningful. The analysis in this text will help us to know the influence of green barriers of Japan on the export of agricultural products in our country. So our government and agricultural companies can change their strategies to adjust the green barriers in Japan.The content of this essay are as follows:Firstly, the essay states the definition of green barriers. Green barriers refer to some rigorous rules and program which are adopted by some developed countries in excuse of environmental protection and human’s safety. Rationality, discriminatory, crypticity and universality are four main characteristics of green barriers. And such rules and programs can be reflected by green packing, green label, green technical rules, green subsidy and green quarantine procedures.And then, the essay analyzes the condition of agricultural trade between China and Japan. Although the level of agricultural modernization in Japan is very high, the barren land, insufficient labor and continuous reduction of farmland result in the poor condition of agriculture in Japan which is characterized by low self-sufficiency rate and reduction of the volume of exports of agricultural products. Japan mainly imports grain, vegetables, meat and aquatic products. Our agricultural exports to Japan increases tremendously, but our volume of exports to Japan is continuously decreasing. Our country mainly exports primary products to Japan and end products only account for a small amount. In recent years, during to the green barriers of Japan, the amount of roast eel, tea, corn and other products which are export to Japan all declines.After that, this essay focuses on the influences of green barriers of Japan. The aim of Japanese green barriers is to protect the environment and the right of agriculture and farmer in Japan. And during to the condition of poor quality agricultural products, lacking of centralized management and low level of inspection, our agricultural exports to Japan are always hinders by the green barriers. The types of Japanese green barrier are diversified, which include various rules, rigid packing and label requirement, harsh inspection system and quality certification program. The Positive list system is the representative of Japanese green barriers. The green barriers bring many negative impacts to our country. For example, it reduces our exports to Japan, raises the cost of our production, brings many technical barriers and uncertain factors to our export enterprise and damages the international image of our agricultural products. However, every coin has two sides and green barriers are no exception. It can speed up the structural transformation of our products, have our country to pay attention to the safety and innovation of our agricultural products, and promote our country to build inspection system and develop the ecological agriculture. But generally speaking, the negative impacts brought by Japanese green barriers are dominant.Lastly, the essay puts forward some ways to deal with green barriers in Japan. From the point view of our government, it should strive to expand ecological agriculture, encourage diversified exports, build up inspection system, strengthen cooperation with Japan and make full use of international rules to overcome Japanese green barriers. From the point view of our enterprises, they should introduce foreign capital, enhance the quality of their products and apply for international certification to reduce the negative impacts of green barriers in Japan.
