This paper, based on the related theory and combined with a large amount of research at home and abroad, defines the connotation of the comprehensive competitiveness and points out that the comprehensive competitiveness of leather industry should include comprehensive economic strength, infrastructure and radiation ability, development and efficiency ability, operating costs, human resources and employment, environment protection and energy conservation. This is the evaluation index system.Fuxin is our traditional resources city. On a century of coal mining the city got once prosperity. Fuxin now is facing the challenge of resource exhaustion. Therefore, Fuxin was determined as the state council the first resource-exhausted city for the economy transformation and the circular economy pilot city. With a national implementation in Liaoning province and the reconstruction of the old industrial bases rejuvenation, Fuxin enjoys many preferential policies in the country and province. The purpose of the construction of Fuxin leather industrial park is, on one hand, to finish the transformation as a resources city. On the other hand, Fuxin is also obeyed the order by in Liaoning provincial government that every city in Liaoning should own an industry business card and its own characteristic industry. In addition, with the advantage of closing to Inner Mongolia and lots of leather raw materials, as well as their abundant water and electricity, Fuxin has good conditions to prompting leather industry of industry transformation. Liaoning province has paying more attention to support the development of the leather industry park. The leather industry park of Fuxin arises at the historic moment. This paper compares the famous four big leather industry parks of Haining in Zhejiang and Xinji in Hebei and Tongerpu and Fuxin in Liaoning. From comprehensive economic strength, infrastructure and radiation ability, development and efficiency ability, operating costs, human resources and employment, environment protection and energy saving and emission reduction, the paper points out that the advantages and disadvantages of each industry park.
