Study On The Development Condtion And Solution Of Modern Tobacco Agriculture Production Cooperative

The theme of Central Department’s document was put forward in2007, which is "Developing the modern agriculture, and pushing on the construction of the new socialist countryside". The document points out that developing modern agriculture is the first mission and industrial foundation. Tobacco agriculture is not only the foundation of tobacco, but also it is the important part of modern agriculture. The modern tobacco agriculture production cooperatives, as the important driving force of tobacco agriculture, are the significant part of professional and modern tobacco agriculture. The development modern tobacco agriculture production cooperatives have influenced the advancement of tobacco agriculture and have fully reflected the transition from traditional agriculture to modern agriculture.Although Enshi, as the youngest minority autonomous prefecture, still has a wide gap with the developing areas in the aspect of economy, the tobacco agriculture in Enshi has been developed great, especially in the aspect of modern tobacco agriculture production cooperatives. The construction of those cooperatives in Boyang and Wangying has fully reflected Enshi’s first position in the modern tobacco agriculture production cooperatives. Moreover, what’s the situation of those cooperatives? What effects has been produced? What problems does it have? And what’s the reason of these problems? Theses questions are the keys of persistent development of tobacco agriculture. The discussion on these elements, which concerns about cooperatives development, has provided us much practical guidance in the ways of modern production mode, professional division of labor and excellent resource allocation.The main respondents of this thesis are the tobacco farmers in the cooperatives of Boyang and Wangying and the staffs in tobacco department. Moreover, through collections of massive documents, the thesis, which is combined questionnaire survey with individual interviews and combined qualitative analysis with quantitative analysis, has analyzed the significant elements in construction of cooperatives and put forward the strategies in the development of cooperatives. The result of this research is to indicate that the operation of cooperatives is stable in the present situation, and the elements, such as relative national policies, proper government inventions, sources of fund, support of techniques, reasonable regulations, abilities of managers and the diathesis employees, have great influenced the development of modern tobacco agriculture production cooperatives. Those cooperatives still exist many problems, for example, the support of government is not powerful enough, and the highly dependence on funds, and the diathesis of employees need to be reinforced. Accordingly, the writer has given some suggestions, that is, the service-oriented role need to be reinforced and business development need to be deepened.
