Research On The Unemployment Insurance Of Harbin To Promote The Re Employment Of Workers In Enterprise Transformation Period

The unemployment insurance refers to the state determined by legislation and execution,and by the State responsible for the establishment of the fund,the non voluntary workers have lost their jobs to provide a life in a certain period of time to protect a social security system.Since the 80 s of last century,our country has faced the increasingly urgent problem of urban unemployment.As an important part of China's social security system,unemployment insurance system plays a positive role in maintaining social stability and economic development.It bears the dual function of providing basic living security for the unemployed and helping the laid-off workers to promote re employment.In the market economy,the vulnerable groups are the main objects of protection.The unemployment insurance system is also an important regulator of insisting on people first,maintaining social stability and maintaining social equity.I combine the professional knowledge and the understanding of the systemic problems of the social security,I have studied the related articles extensively,and have completed this thesis on the basis of the rational thinking.The northeast region,since the founding of the people's Republic of China has been the bridgehead for the development of heavy industry.However,with the deepening of reform and opening up,the introduction of international competition,the original business model and development mode has no longer meet the requirements of the modern industrial process,the enterprise needs to upgrade transformation.The transformation and upgrading of enterprises will inevitably bring about the advantages and disadvantages,the replacement of technology will inevitably lead to the emergence of a number of laid-off workers,a large number of unemployment will inevitably cause some social problems.Therefore,how to make the unemployed re employment,how to reduce the unemployment rate,not only related to the immediate interests of the unemployed,but also directly affect the overall national economic development and social stability.This paper takes Harbin city as an example,through analysis of the status quo,data analysis,policy interpretation and analysis of the unemployment insurance system of our country in the transition period of enterprises to promote the re employment of workers role,and pointed out the shortcomings.By summing up,analyzing and comparing the advanced practice and valuable experience of foreign developed countries,I propose a set of basic ideas and measures to solve the problem of China's unemployment insurance system lags behind the world advanced level.It is hoped that these basic ideas and measures can play an important role in the development of China's unemployment insurance system.
