Unemployment Insurance For Employment Research

With growth slowing and transformation of China’s economic, China is facing a long-term cyclical and structural unemployment issue. In addition, with the new reform accelerated urbanization and the household registration system, the urban population will rapidly increase the employment potential of the unemployed population increases and emerging. Faced with this situation, the unemployment insurance system established to prevent the risk of unemployment, not only to continue to play an important role in guaranteeing the basic livelihood of the unemployed, more importantly, how to improve the function of promoting employment of unemployment insurance. Based on this thinking, this paper, which using Guizhou Province unemployment insurance statistics, how to improve the unemployment insurance employment promotion functions were studied as follows.First, this paper reviews the related theories, including job search theory, labor- leisure theory and optimal unemployment insurance theory; related literatures were consolidated and assessment, the content of this article as a basis for future research. Secondly, from the perspective of employment promotion for unemployment insurance Guizhou Province reviewed the course of development, promote the development of employment for unemployment insurance functions are described. Again, in order to further a more objective, detailed analysis of unemployment insurance employment promotion function, the paper combined with the actual situation Guizhou Province, was constructed eight indicators, combined with changes in the external environment and the relevant national policy from the perspective of the various indicators of unemployment insurance to promote job functions analyzed qualitatively. On this basis, building factor analysis model, using SPSS19.0 software for 2001-2013 in Guizhou Province to improve the employment effects of unemployment insurance to be analyzed. Then, describes some of the experiences of unemployment insurance system reform the US, Germany and Japan to promote employment. Finally, based on the results and analysis of foreign experience model is proposed to enhance the function of promoting employment unemployment insurance countermeasures.According to the study above, the main conclusions are:(1) During 2001-2013 year, Guizhou Province unemployment insurance was promoting employment to rise steadily function;(2) From each index analysis, unemployment insurance coverage, the per capita payment of unemployment insurance Kim, the per capita income of the unemployment insurance fund, unemployment insurance and enjoy rates, unemployment insurance replacement rates and other indicators of unemployment insurance is an important obstacle to the promotion of employment failed to give full play to the function;(3) Analysis of the results showed that the higher the level of unemployment insurance, the stronger functions of unemployment insurance to promote employment;(4)To build a linkage mechanism of the unemployment insurance system and employment policy.
