Because of costs of production increasing, the ecological environment being destroyedin China, the pressure from financial crisis overseas, industry upgrading is extremely urgent.Industry upgrading is a process of optimization of the industrial structure, upgrading ofindustrial structure and transformation of development mode, namely upgrading from lowvalue-added industries to high value-added industries, upgrading from high-pollution andhigh energy consumption industries to low-pollution and low energy consumptionindustries, transforming from extensive development mode to intensive development mode.Industry upgrading of the whole region would be considered upgraded basing ondifferent cities within the region achieving industry upgrading. Only in this way can weinsure that the economy of different cities develops coordinately and harmoniously.Whereas most of the studies on the problem of industry upgrading in china focus ontheoretical researches, furthermore, most of these researches often rest on the layer of thenation’s industry development strategies, not consider the characteristics of different citieswithin the region in china. As a result, it is limited to study the paths of industry upgradingof different cites with the region. Simultaneously most researches on this problem are shortof uniform theory frame or theory integrality. So it would have important theoreticalinnovative mean to establish a unified and complete frame to study the problem which alsocombined economic theory and demonstration fully.Being based on the analysis of factors of industry upgrading, from the three aspects ofproduction factors, the government and industrial division and cooperation, this paperanalyze the current situation of the Beijing-Tianjin-Hebei region. Then select annualindustrial structure changes in value and More value to measure the speed of industryupgrading, and select the advancing coefficient of industrial structure to measure the direction of industry upgrading. Besides, analyze the characteristics of theBeijing-Tianjin-Hebei industry upgrading and problems quantitatively. Finally, according tothe qualitative and quantitative analysises above, offer policy recommendations for the pathselection of industry upgrading in the Beijing-Tianjin-Hebei region.
