In order to realize the development goal of "basically realizing industrialization" in China in the 2020 and "fully realizing industrialization" before and after 2030,the industrial orientation,industrial strategy and industrial structure of traditional industrial parks can not meet the development requirements,the regional development is unbalanced,the industrial structure is unreasonable,and the innovation ability is not enough.Southwest China has been in the development ranks of underdeveloped areas,the process of modern industrialization is slow,state-level industrial parks as a growth pole for the development of regional economic integration plays a leading role,its continuous expansion and upgrading and transformation of development is the national regional development planning layers of refinement of the performance,It is also an urgent need for the country to achieve the goal of balanced development of regional economy.Optimizing the evaluation system of transformation and upgrading of state-level industrial parks has a scientific understanding of the level of transformation and upgrading of state-level industrial parks,which is helpful to promote the scientific and rational layout and transformation and upgrading of the park,explore the path of differentiated transformation and upgrading of state-level industrial parks,and promote the park towards efficiency improvement,structural transformation,resource optimization,Rapid development of the model forward.This article mainly from the following aspects to carry out research:First,it makes a comprehensive combing of the relevant theories and literatures of industrial parks,lays a solid theoretical foundation for the follow-up research,and combines the present situation of the development of State-level industrial parks through literature research,from industrial development,innovation platform,open collaboration,space optimization,green development,Social services six dimensions to establish a national industrial park transformation and upgrading level evaluation index system;Second,the factor analysis method is used to evaluate the comprehensive level of transformation and upgrading of 27state-level industrial parks in southwest China in 2010-2017,and according to the evaluation results,the differences of the park are sorted and analyzed,and the longitudinal analysis of the years and the horizontal analysis between regions are carried out.Then on this basis,cluster analysis is carried out,according to the clustering results,the sample park is divided into three stages of development,such as start-up,long-term and mature period,and the development characteristics of each stage are summarized and analyzed.Third,according to the development stage of the transformation and upgrading of the national industrial park,this paper puts forward some suggestions on the transformation and upgrading of the differentiated path selection of the district.For the start-up park,clear the park planning and positioning,improve the park support environment construction,give priority to the development of leading industries,the formation of characteristic industrial clusters,improve the park scientific assessment system,for the long-term park,optimize the adjustment of industrial chain structure,promote the development of industrial clusters,strengthen the driving effect of innovation,adjust the industrial structure to high-For the maturity Park,strengthen inter-campus exchanges and cooperation,speed up the transformation of the park function,cultivate excellent park culture and innovative development concepts.
