| In recent years, with the accelerating process of urbanization andindustrialization in our country, the problem of land supply and demandcontradiction stands out in developed area. While the conversion of ruralcollective construction land contributed spontaneously by rural collectiveorganizations and enterprises using land makes up the problem of supplyinsufficiency in the state-owned land market. However, rural collectiveconstruction land has always been excluded from the formal land market since thelack of perfect related legal system. Thus, the conversion of collective land stillfaces many problems.Based on the Institutional change theory of new institutional economics andland rent theory, Firstly, the paper does research on the conversion of the ruralcollective construction land in developed area. The paper explores the supply anddemand of the conversion system of rural collective construction land on the basisof "supply and demand" framework in economics. Secondly, it chooses three areasof Zhejiang province as the object of case analysis and takes an in-depth analysison different types of rural collective construction land conversion patterns in threeareas from the aspects of conversion form, income distribution and existingproblems. Lastly, the paper analyses quantitatively the rationality of theconversion revenue of the rural collective construction land and further evaluatesthe efficiency of rural collective management construction land conversion.We can draw the following conclusion through theoretical analysis andempirical research. Firstly, different interest groups show different preferences forthe change of the conversion system of rural collective commercial constructionland. At present, the change of the system of rural collective commercialconstruction land mainly takes the form of the induced system change from thebottom up. That is, it ranges from disorderly conversion spontaneously, to activepromotion by local government, and then to the central government’s formalratification of innovation. Secondly, the price of rural collective commercialconstruction land presents the trend of marketization in developed area. The priceis not far lower than that of the state-owned construction land as most research showed, which shows that the former can really share the "same price" with thelatter under reasonable transfer system. Thirdly, the circulation of rural collectivecommercial construction land is still spontaneous, private at present due to thelack of early pricing mechanism and income distribution system. Because of theabsence of perfect contract constraint among the main body of conversion,defaults among them is relatively common. |
