Behind the growing economy, there will often be a huge support of energysupplement. Before the year of2007, what we are familiar with are stillYangtze River Delta, Pearl River Delta, the Bohai Economic Area, but after theyear of2007, the State Council issued the " Opinions on FurtherImplementation of Northeast China and the old industrial based strategy ", firstproposed a concept of " Great Northeast Economic Area ", including the fiveeastern cities in Inner Mongolia, Heilongjiang Province, Jilin Province andLiaoning Province, which are closely linked, forming our country’s fourthlargest economy in the region, in terms of the four parts of the naturalgeography, or Contacts in economic development are very close. If fullymobilize the advantages of resources in all regions, there will be a huge spacefor their development. But the resources are not inexhaustible, which we need isthe development and utilization at the same time, through its effectivecompensation, to make resources and ecological environment to achieve arelatively harmonious and balanced state.This paper introduces the basic situation of the Great Northeast EconomicArea in energy development and utilization of mineral resources, also from theperspective of ecological compensation mechanism analysis, and then usingAHP, Through the influence of the four indicators, which are economic, social,ecological and technological, to analyze the importance in ecological compensation mechanism and ratio a three-dimensional comparison. Finally,each index is evaluated to improve the Great Northeast Economic Area forenergy and mineral resources, thus improving its ecological compensationmechanism and put forward constructive countermeasures and suggestions.
