Changsha City Hall implement the Ministry, province, start "Changsha City construction land supply and demand for two-way adjustment mechanism research", through this research, seeking both to guarantee and promote the development of unit GDP cost reducing the construction land area, provide the basis for the rational utilization of land science.This paper is an important part of the project, according to the Changsha City and county (city, district) prediction of the construction land supply and demand results, explore and promote the construction of land saving and intensive use of policy measures. This paper from the land supply and land demand concept, the total supply of building land, agricultural land supply, the supply of construction land, construction, the total demand for agricultural land use demand and the supply of construction land demand of clear concept to explain the connotation of supply and demand; bidirectional regulation of the definition, laid the theoretical foundation for this research. In order to establish a long-term mechanism of Changsha City construction land supply and demand for two-way adjustment, the Changsha City construction land saving and intensive use of existing policies and their implementation in detail, finds out the main problems existed in current policy and its causes, provides the basis for the formulation of bidirectional regulation policies and measures at the same time; Changsha City in2001-2012unit of GDP GDP, construction land consumption, the total amount of construction land, agricultural land supply, the supply of construction land, construction, the total demand for agricultural land use demand and the supply of construction land demand as the research material, combined with the determination to2020GDP construction of Changsha City land consumption reduction target, using multiple linear regression model, grey system model, PB neural network prediction model and other mathematical methods, to2013-2020year the total amount of construction land, agricultural land to switch to the supply, the supply of construction land, construction was predicted by the total demand of agricultural land conversion, land demand and construction land supply demand; on this basis, to predict the result of reliability analysis, find out the causes of the deviation of predicted results may cause, And the predicted results are corrected; index use supply and demand difference, on the total amount of construction land, construction total demand, quantity, to supply changed agricultural land demand, the supply of construction land, construction land supply demand three to a total of six indicators of the supply and demand balance analysis. Analysis results show that, Changsha City and county (city, district)2013-2020years of land for construction, total construction volume of demand, supply, transfer of agricultural land conversion of agricultural land to the demand, the supply of construction land, construction land supply demand gap is bigger, the contradiction between supply and demand highlights, to supply the feasible bidirectional regulation measures, to achieve the balance of supply and demand.This paper from the system design of the two-way adjustment of supply and demand, on the implementation of general land use planning, deepening the construction land purchase reserve land market, expand the scope for, strengthen construction land grant after regulation as the focus on the design of the system; on the basis of constructing the dual regulation of government and market mechanism. The government used the annual agricultural land conversion plan, urban and rural construction land linked, construction land supply plan, construction projects for the pre-trial, construction land reserve, land grant after regulation construction, the use of land for construction of bidirectional regulation; market through the deepening of construction land transfer, a sign hung land transactions, optimization of construction land allocation and layout of the use of land for construction, the two-way adjustment of supply and demand.
