Rural Land Asset Management Research Based On Urban And Rural Overall Development

Rural land is the people’s livelihood, development of the base, a source of wealth. In2007, Chongqing became the national overall urban and rural comprehensive supporting reform pilot area, from policy mechanism to the key work deployment become to realize the overall national development strategy important measures. Among them, the rural land becomes Shared resources between urban and rural areas, to build urban and rural economic and social integration of key nodes and important link.China’s urban and rural land system problems mainly displays in:rapid urbanization on the land of the contradiction between demand and the strictest arable land protection system; A large number of idle rural land, waste, and the contradiction of invisible trade increase rural land; Rural real estate liquidation and increasing farmers’ income. Therefore, under the background of balance urban and rural strategy, how to transform rural land resource attribute for the asset attributes, how to activate the rural land market characteristics, distribution, trade, cash and proliferation, build and perfect the rural land asset management system become a problem to be solved.In this article, through combing the domestic and foreign relevant theories, research methods and field visit investigation, on the basis of the integrated use of PSD, the Order of the Probit model, AHP analytic hierarchy process (AHP), etc., selected as a whole demonstration area (counties) of chongqing urban and rural reform as the key research areas. This article mainly solves the rural land asset management related three key problems:one is to comb the rural land asset management results and challenges; Second is rural land assets management main body, the wishes of farmers as the research foundation, using the Order Probit model, dialysis, the main factors influencing rural land assets management; Three is the introduction of risk theory, analysis of building and perfecting the rural land assets management system risks. Through AHP analytic hierarchy process (AHP), selected the19indicators of risk, risk assessment model is established and the main risk factors for sorting. Thesis mainly the following three conclusions:1) By using PSD research methods, analysis of rural land assets management is to maintain the interests of the peasants, developing the socialist market economy and the inevitable requirement of urban and rural development as a whole. Through empirical study, show the rural land asset management results and existing problems, and reveal the rural land assets management of the main challenges facing the management system is not sound, management mechanism failure, weak management platform, and low management benefit.2) Farmers as the main body and the rural land assets management involved in direct beneficiaries of its participation in the initiative and enthusiasm of is related to rural land assets management smoothly and efficient are important factors. Analysis of survey data: farmland income share of household income, farmers living type, rural land property rights consciousness awakening and regional land economic activity rate is affecting farmers willing to choose the main factors on rural land assets management. Perfect and innovation of rural land asset management system, this paper put forward:to give peasants complete land property rights, strengthen the protection of farmers’ land property rights; Play the basic role of market mechanism, cultivating rural land asset markets must be given a complete land property rights, farmers grow rural land assets market system and improve the social security system; Perfecting the rural social security system and the innovation, strengthen the rural land assets to liquidity.3)The pressure difficult reforms of rural land asset management, one of the problems faced by both legal obstacles and insecurity, there is also a social livelihood of the people and the country’s political stability potential hazard. Introduce risk management concept, building the rural land assets management risk identification system, using the analytic hierarchy process (ahp) to get risk factors from high to low is arranged in the order: social risks risk (0.2437)(0.4296) of the people’s livelihood of rural land management system (0.1367) farmers’ rights and interests maintenance risk (0.0828) legal risks (0.0333)(0.0739) in overall risk. Of social risk management of rural land assets risk contribution value maximum, mainly displayed in the "land""land conflict" caused great harm; The people’s livelihood risk mainly displays in the lack of rural social security system; The defects in the current rural land management as a deterrent to reform.
