Housing is an important material foundation of people’s modern life, is the basiccondition for people to live and work. It is the important prerequisite for maintainingsocial stability and development. As an important public policy, public rental housingpolicy serves the fundamental interest of people and also is an effective way to solve thehousing problem of middle and low-income group. There is an urgent need to make thestakeholders participate in the process of policy-making about public rental housing,which will further push forward the reform of housing security system. It is also animportant guarantee of the scientific, democratic and legitimacy policy for public rentalhousing. In order to develop the society and democratic reform, let the stakeholdersparticipate in the process of policy-making about public rental housing is quitenecessary and it’s also a demand of improving the quality of policy-making. But inpractice, due to the deficiency of the stakeholders participate in the process of publicrental housing policy-making, it appears some contradictions and problems. Such asapplication "cold", unfair distribution, rent-seeking and corruption. I through therelevant literature research find that the current provincial and local government hastaken a lot of positive measures and methods for stakeholders to participate in publicrental housing policy-making. But in general, the practice participation throughout thepolicy is still in its infancy, the main is spotty distribution. There are only someindividual explorations of several provinces, and the participation’s ways and channelsare too narrow. Few local governments respond to the comments and suggestions of stakeholders reflected. And I through the empirical research of Jilin Province,specifically learn some formulations of stakeholders participating in public rentalhousing policy-making, such as the new college graduates employment and the migrantworkers who have stable employment. But right now, our local governments’ works onpolicy-making about public rental housing still have many problems. There is a closeddecision-making. The participation ways have become some mere formalities. Thepublic policy information and publicity are inadequate. The accesses to participate inpolicy-making are limited. The stakeholders are also lack of initiative participation inpolicy-making. The lack of stakeholders participating in public rental housingpolicy-making is rooted in the long time deep-seated development of political cultureand political system of our country. There are various aspects reasons, including culture,institutions and the main reasons and so on. I draw on the useful experience of domesticand foreign countries, putting forward the countermeasures and suggestions of the issue.We should Change the concept of decision-making, optimize the environment ofparticipation; perfect the system construction, broaden the participation channels;strengthen the information disclosure, pay attention to public opinion guidance;develop the community platform, encourage organizations to participate in; increase theefficiency of the participation and enhance their ability to participate in.
