The Research On The Operation Model Of China Pallet Pool System

With the rapid social and economic growth in recent China, the logistic transportation grows prosperously at an amazing speed, the logistics cost has bigger and bigger proportion of the economic growth. According to the statistics made by China Federation of Logisics&Purchasing in2011, the total logistic cost of our country occupied17.8%of GDP, towers over that of developed countries, which is about9%, however, transport cost has the biggest proportion of total logistics cost, in2011the total national social logistics cost was RMB8.4trillion, where the transport cost was RMB4.4trillion, occupies52.8%of total social logistic cost, the low efficiency and high cost of logistic transportation is the biggest issue of China’s logistic system. Therefore, the research of development of pallet pool system, promote consistent, mechanization of logistics operations and intelligence, can increase transport efficiency and reduce the logistics cost. It’s a very important practical significance in sustained and healthy development of China’s national economy.The pallet is one of the key innovations of logistic industry in the20th century, and it is the most basic tool of unit load in the logistic industry. Because the logistic modernization has been increased, the usage range of the pallet becomes wider and wider in operational sectors, such as logisics transportation and storage, etc., the usage amount of the pallet becomes bigger and bigger. However, to make the pallet function and benefit into full display, we must establish the pallet pool system, but there are not any joint operation organizations of pallet pool system and feasible operational mode in our country. This paper,by means of investigation and study of the operation of the pallet pool system from The IFCO US, The CPC Canada,The CHEP Australia, The JPR Japan, and The KPP South Korea, Depth analysis of the key issues of the status of the pallet industry in China with the establishment of the pallet system will face organizational structure, standards and quality, site layout and cooperate with international standards, then explore the most suitable composite pallet system mode of operation, combined with China the pallet industry characteristics and trends from the quality, specifications, standards, information management, international cooperation and education and training of many suggestions on the development of pallet composite mode of operation.
