Social development is always behaved as economically prosperous. However,GDP increases to a certain level, all kinds of social issues will inevitably occur. Inorder to keep social sustainable development, comprehensive effects of economicincrease should be taken into account. Nowadays, the uneven social development hasbecome a critical obstacle of economic development in China. During a long periodafter the reform and opening up, we have to focus on economic development, peopletake for granted that urban exploration should be prior to rural exploration. Thegovernment advocated urban economic construction leading rural economicconstruction for a very long time which resulted in overlooking of rural construction.Although China has marked up some notable achievements in economic development,the “three rural issues” caused by the long-term “Urban-Rural dual structure” cannotbe avoided anymore.“Without rural well-off, without national well-off; without rural modernization,without national modernization” has gradual become the common senses of thegovernment and folk. The serious imbalance caused by “Urban-Rural dual structure”becomes the main obstacle to the social sustainable development in China. Breakingimbalance between urban areas and rural areas turns to be the focus to solve the “threerural issues”. However, with the acceleration of “Urban-Rural integration”, more andmore towns were re-builded without reasonable planning.“Qian Cheng Yi Mian”(Means single style of urban layout) will appear in the beautiful countryside if don’tstop it. In this paper, from the perspective of urban and rural planning, we study themodels of “New Rural” development. Aiming at “Qian Cun Yi Mian”(Means singlestyle of rural layout), some ideas on models of “New Rural” development wasproposed.Firstly,3Cases of “New Rural” plannings including “Wan Huashan communityplanning”,“Phoenix Ridge community planning” and “Beautiful village conceptualtourism planning”, in which I have participated in during my graduate career, areanalyzed. In this dissertation, we reduced the ideas of these3cases to three different“New Rural” development models: Purely physical space planning mode, The basiseconomic derived mode, Tourism and cultural derived mode. The cases analysisinvolved in planning concepts, planning conditions, planning practice andself-evaluation. Secondly, according to the theory of urban and rural planning, referring toexperiences in Europe, America, Japan and South Korea, based on the current cases of“New Rural” development planning, the author propose several development modes:Special physical space construction mode, Agriculture industry innovation impactingmode; Domain impacting effect grading mode.Finally, the innovations were pointed out, and some conjectures were proposed inthe conclusion section.
