A Research On Balanced Development Between Rural And Urban Areas From Perspec-Tive Of Marxist Theories Of Social Develop-Ment

The thesis takes Marxist Theory of Social Development as its perspective, analyzes the achievements, existing problems and restriction factors in balanced urban and rural development in Ordos City of the Inner Mongolia Autonomous Region, and puts forward countermeasures and suggestions to promote such development on the basis of making the most of domestic and foreign experience. The thesist makes analysis of the background, theoretical significance and practical value of China in pursuing the road of the urban-rural integration. At the same part, the thesis discusses the research of "the urban-rural integration" in domestic and foreign academic circles, defines the connotation and characteristics of such development, and expounds the basic idea and method of this research in particular. In addition, this part makes theoretical research and empirical analysis of development in urban and rural areas in Ordos on the basis of Marxist Theory of Social Development, and explains the study methods, technologies, possible innovations and follow-up research problems.After framing the basic frame of this study, the thesis inspects and combs the courses and analysis paradigm choices the urban-rural integration and rural areas in Ordos City. We are of the opinion that the analysis paradigm of the urban-rural integration, namely the "county-level economy" analysis paradigm, is of great help for people to have a more comprehensive and profound knowledge on present situation and restriction factors of urban and rural development in Ordos City.To be more important, the thesis divides the basic contents into such three aspects as balanced economic development, balanced social development and balanced spatial environment development. Based on overall analysis of Ordos City, we divide into4regions Ordos City, namely the downtown district, the eastern region, the western region and the southern region, and make use of dual contrast coefficient to calculate and analyze the present situation of balanced urban and rural development of the following eight areas:Dongsheng District, Ejin Horo Banner, Jungar Banner, Dalad Banner, Otog Banner, Hanggin Banner, Wushen Banner, Etuoke Front Banner, and generalize and summarize experience in the balanced urban and rural development in Ordos City and its affiliated eight districts and banners.At the same times, the thesis takes Marxist theory of social development as an understanding perspective and pays special attention to analyzing problems in balanced urban and rural areas in Ordos City, particularly systematically exploring the multiple factors restricting such development in accordance with Marx’s basic viewpoints and principles and from the concrete contents of balanced urban and rural areas in such three aspects as overall plans on economic development, social development and environmental space in urban and rural areas, which is a fundamental work of this study and channel for seeking balanced urban and rural development and serves as a prerequisite to put forward countermeasures and suggestions.Integrating the urban-rural and realizing the integration of urban-rural development are the general trends of industrialization, urbanization and modernization of the whole world. At the same time, the domestic developed areas have also undergone the same process in the process of promoting urban-rural development as a whole, have completed or are completing the same or similar tasks. Therefore, this thesis begins with the understanding and analysis of the basic practice of the urban-rural integration at home and abroad, studies and draws lessons from foreign experience of urban-rural integration, especially the systematic analysis of the successful cases of the urban-rural integration, sums up the experience and lessons so as to provide beneficial reference for the urban-rural integration in Ordos City.Finally, the thesis puts forward policies and suggestions on balanced urban and rural development in Ordos City from such three aspects as overall planning of space utilization, system guarantee for transformation of government functions and economic engine for industrial development. The purpose and end-result, difficulty and innovation of this study lie in how to choose road to gain the urban-rural integration, and whether we can put forward countermeasures and suggestions to promote such development in Ordos City. The principle of Marxist theory of social development on "objective regularity of social development and special diversity of development path" provides direction for the urban-rural integration in Ordos City. Therefore, such development should face up to regularity and restriction factors. That is to say, we must firstly make overall plans in space utilization and take into full consideration restriction factors in coordinating urban-rural spaces development in order to optimize layout of space. On this basis, we should give full play to initiative, strengthen the development of government functions, make innovations in systems and policies, and give impetus to the urban-rural integration through industrial advancements.
