Urbanization is an important economic and social phenomena in the world, it’s also a hot topic at the present stage in China. In general, industrialization is the basic power of urbanization, meanwhile industrialization is the basic driving force of urbanization development, and urbanization is the direct result of industrialization. The effect of industrialization on urbanization is significant.So far, the research on the problem of industrialization and urbanization has been a lot. But there is little literature focused on the problem that industrial allocation’s effect on urbanization. In fact, industrial allocation has important effect for the advancement of urbanization. Only by understanding the industrial allocation mode, can understand the result of urbanization and put forward the policy of urbanization correctly. Therefore, this paper from the perspective of industrial diversification allocation to research the effect of industrialization on urbanization of Zhejiang province. First of all, paper from the theoretical level examines the mode and specific path of decentralized industrial allocation’s effect on urbanization. Then on the basis of reviewed the development of industrialization, decentralized industrial allocation and urbanization of Zhejiang province, analyses the relationship between industrialization and urbanization of Zhejiang province and Zhejiang province industrialization and urbanization’s road; Researching the effect of Industrialization level, degree of decentralized industrial allocation on Zhejiang province’s urbanization in demonstration。 Finally, in wenling city as an example, analyzing the development of decentralized industrial allocation and urbanization from a more microscopic perspective.The empirical research shows that relatively decentralized industrial allocation tends to suppress the improvement of urbanization level. Further analysis shows that different regions of Zhejiang province due to varying degrees of decentralized industrial allocation, the inhibition degree of urbanization development is also different, Inhibition of jiaxing and huzhou city area is relatively strong, and the north and middle region of of Zhejiang province is relatively weak. Case study shows that, Zhejiang province is limited by non-market factors such as the household registration system and land system, factors of production can’t fully free flow and industry cannot agglomerate in urban areas effectively. Industrialization can only start from rural regions, overall presents phenomenon of development all over. Relative to the mechanism of market condition, the agglomeration effect of relatively dispersed industrial allocation mode is much weaker. This makes the agglomeration economy is not strong, eventually led to the relatively dispersed urbanized population distribution.Facing the present the relatively scattered industrial allocation, Zhejiang province chooses the large and medium-sized cities as the center road of the urbanization purely may doesn’t work in practice, should consider developing a number of important small towns as the carrier of the rural population transfer so that they can play an important role in urbanization process. Guiding agglomeration of industry and population to these central towns and reducing the degree of industrial diversification so as to promote the development of urbanization. Zhejiang province should take measures to break the blocking of non-market factors such as household registration system and land system, guiding industry and population transfer to the central towns. Zhejiang province should promote the upgrading of industrial structure, and improve the level of industrialization in order to improve the promoting effect of industrialization on urbanization as well.
