| On October7,2011, the State Council formally issued the "guidance of speeding up theconstruction of the Central Plains Economic Area in Henan province "(hereinafter referred to as the "opinions ")." Opinions " clear the five strategic positioning of the Central Plains Economic Zone, to strivefor the rise of central China, the revitalization of Henan, and to provide an even broader developmentplatform.As a national strategy, Central Plains Economic Area provides more opportunities for thedevelopment of Henan, at the same time, we are also facing enormous challenges. In recent years, foodproduction has always kept the first in our province, but its increase is difficult; the mode of economicdevelopment is extensive, and the structure is irrational; urbanization development level is far lower thanthe national level; and the infrastructure is still not perfect...... Therefore, it is necessary to play theleading role of the new urbanization.Land is the foundation of human survival and development and an important means ofproduction. As the carrier of urban development, land has a great influence on the social economy. Withthe increase of city population and the development of economic society in the process of urbanization, thedemand for land is rising, causing more prominent contradiction exists between people and land. Therefore,in the process of urbanization development, the rational allocation and use of land resources, to achieve thesustainable utilization of land resources optimization allocation, will play an important role in improvingthe level model of cities and towns and economic society sustainable and healthy development.Based on the above research background and significance, the thesis summarizes the researchprogress at home and abroad. In the body part, the basic theory of the allocation of land resources in thebackground of new urbanization is first introduced, including land scarcity theory, scale economy theory,sustainable development theory, the new urbanization and the allocation of land resources are explained,and instructions of the relationship between urbanization and land resource allocation are given, too.Secondly, the land resources is discussed in the process of urbanization in Henan province, the status ofland using in Henan Province is introduced, selecting a miniature of the Henan province urbanization development--Tongbai County village of Zhouzhuang as the case, through the investigation and Study onthe problems of the village land allocation, further analyzing the existing problems and reasons of landallocation in the process of urbanization in Henan province. The main issues are: non-standard landexpropriation and using, extensive management, low efficiency of land utilization, cultivated land beingoccupied, urban construction land and agricultural land contradiction, farmers are hard into city and theidentity embarrassment after losing land, regional ecological environment being destruction, invisible landmarket abound. Then, corresponding countermeasures are put forward aiming at the existing model ofurbanization in Henan Province in the process of the construction land allocation unjust phenomenon.Based on the situation of Henan Province, comprehensive attack from the perspective of thinking, method,ability, mechanism. In the way of thinking, we should be based on reality, focusing on efficiency andchanging the way of thinking; in the methods and means, asking " gather "," potential "," efficiency ", and" stereo "for space, to improve the land development and utilization efficiency; in ability quality,strengthening the education and improving the ability of the leader; in the mechanisms, deepening thereform of the land system, land transfer system, the establishment of a unified land market, foretaste of goahead of the rest, the reform of the household registration system, realizing the integration of urban andrural areas, urban and rural areas.
