The Research On Sustainable Development Of Poor Households’ Livelihoods Under External Intervention

With the rapid rise of China’s economy and society, anti-povertywork has achieved the remarkable result. However, in Chinese rural area,the concentration of poverty population becomes more and more serious.Because the natural conditions is poor, and peasant is lack of motivationof self-development, it makes development of farmers’ livelihoodsdifficult to sustain.Gansu is an underdeveloped province in the west of China, whichhas a deep poverty extent, large poverty area, weak infrastructure, fragileecology, prone natural disasters, particularly weak livelihood. Solelyrelying on poverty alleviation has been unable to solve the problems ofpoverty in Gansu, it has to research and discuss poor farmers’ theoreticaland practical problems of poverty reduction by a view of sustainablelivelihood development under external intervention.Firstly, the paper learns and absorbs the theoretical results of povertyand anti-poverty at home and abroad, it describes the current situation ofrural poverty in Gansu based on the analysis framework of sustainablelivelihoods, and it analyzes the development trend of rural poverty inGansu. And it intensively studies generation and poverty alleviationmechanism of the action on “linking village, linking households, helpingpeople and enriching people”.Secondly, the action on “linking village, linking households, helping people and enriching people” is used as an entry point, by means of socialsurvey in rural areas of Gansu, this thesis constructs evaluation system ofthe household livelihoods conditions, and quantitatively analyzes thelivelihood capital, livelihood strategies and livelihood results of the poorpeasant household in Gansu, and the characteristics of the livelihoods ofpoverty population, then studies that the mechanism of the livelihoodimpacts on poverty, summarizes all kinds of factors of poverty, andsummarizes the effective way of poor farmers’ innovation of livelihoods’path and promotion of living ability under the policy supports.At last, to make some strategy suggestions to drive the povertyalleviation project for “linking village, linking households, helping peopleand enriching people” in Gansu province. To create a consensus andsocial atmosphere to alleviate poverty under the project；To reinforce theperformance assessment and stimulation in the project；To coordinatingthe poverty alleviation with the construction of new rural through theproject； To promote livelihood capital and reduce the vulnerability offarmers livelihood； To realizing the diversification of livelihood andestablish a long-term mechanism of endogenous development.
