Research On The Evolutionary Game And Incentive Strategy Of Innovation Choice In The National Independent Innovation Demonstration Zone Of China

As an important carrier of innovation,the National Independent Innovation Demonstration Zone not only plays an important role in leading independent innovation but also plays an irreplaceable role in achieving high-quality economic development in China.In order to improve the independent innovation ability of enterprises in the National Independent Innovation Demonstration Zone,it has made policy preferences for independent innovation of enterprises,such as R&D funding,financial subsidies.However,due to each subject in the National Independent Innovation Demonstration Zone having different interests and goals,there are mutual games in the process of promoting independent innovation of enterprises,which affects the incentive performance of independent innovation policies.In order to promote independent innovation of enterprises and improve the incentive and supervision performance of independent innovation policies,this paper first classifies and summarizes the organizational management mode of the National Independent Innovation Demonstration Zone through literature analysis,and then determines that the main research body of this paper is the independent innovation incentive system of the National Independent Innovation Demonstration Zone under the management mode of "independent parks" and the management model of "one district and multiple parks".Secondly,through literature research,the selection path of enterprise technological innovation behavior,the government’s independent innovation incentive and supervision strategies and the influencing factors of their implementation effect are sorted out.Third,combined with evolutionary game theory,the game model of the independent innovation incentive system of the National Independent Innovation Demonstration Zone under the two types of management mode is constructed.On this basis,the stable and balanced strategy combination of each subject under different situations is analyzed.Fourth,with the help of MATLAB software,numerical simulation methods are used to simulate and verify the evolution path of the changes of relevant parameters in the system on the selection of each subject’s strategy.Fifth,based on the research results,it is proposed to put forward strategic suggestions to improve the efficiency of independent innovation incentive supervision policies from the perspectives of the leading group of the National Independent Innovation Demonstration Zone,the park management committee and the enterprise.It is found that the leading group of the National Independent Innovation Demonstration Zone,the park management committee,and the enterprise have different degrees of influence on each other’s willingness to participate.The policy rewards and punishments of the leading group of the National Independent Innovation Demonstration Zone have a positive and significant impact on the park management committee and enterprises,and the incentive effect of policy punishment is better than that.The policy incentives and penalties of the park management committee have a positive and significant impact on enterprises’ willingness to innovate,and the impact of punishment measures on enterprises is more significant.In addition,policy subsidies have a better incentive effect on enterprises than policy compensation;The incentive and supervision willingness of the management committee has a significantly higher impact on general enterprises than that on high-tech enterprises.The incentive supervision performance of the management committee will decrease due to the increase in the innovation cost of each entity;Technology spillover and royalties have different impacts on enterprises’ willingness to innovate independently.The research conclusion can provide theoretical guidance and practical reference to establish and improve independent innovation incentive supervision policies in the National Independent Innovation Demonstration Zone.
