In today’s world, economic globalization is driving factors of production across borders, the main form of regional economic integration. In the process of regional economic integration, the obvious question is how the level of economic development around the convergence, but the deep potential problem is the human resources especially around the distribution of strategic human resource is Co. Regional economic problems in the final analysis is the human resources issues, especially the strategic human resources issues.
