In today’s society, the acceleration of global integration, the rapid development of knowledge economy, the rapid rise of the high-tech industry, make the organization’s environment increasingly complex, which requires the organization innovation products and technologies. To achieve organizational innovation is an important source of employees, Organizations want employees to complete homework at the same time, and actively voice in order to improve the sustained competitiveness of the organization. Chinese society has always emphasized "harmony is most precious", Chinese people choose voice is more cautious. For thousands of years, the Confucian culture is deeply rooted in Chinese, formed a distinct hierarchy, large power distance of organization structure.Paternalistic leadership as the Chinese culture under the background of the unique style of leadership, and the increasingly prominent role.In this paper, on the basis of summarizing the predecessors’ research, choose the Zheng Boxun revision of paternalistic leadership scale, Liang development voice behavior scale and Niehoff design of organizational justice scale as research tools, based on the social exchange theory and social learning theory, with206employees as investigation object, and research the superior paternalistic leadership of three dimensions and employee voice behavior relationship and the mediation effect of organizational justice sense in it. Paper using SPSS19.0and AMOS17.0statistical analysis software to deal with the survey data, by means of correlation analysis to examine the related situation benevolent leadership, moral leadership, authoritarian leadership, voice behavior and organizational justice, and comprehensive use of regression analysis and structural equation model analysis to verify the theoretical model.The results show that benevolent leadership has significant positive predictive effect on voice behavior and organizational justice; moral leadership has significant positive predictive effect on voice behavior and organizational justice; authoritarian leadership has significant positive predictive effect on voice behavior, but organizational justice is not significant; organizational justice positive suggestions behavior; organizational justice plays a partial mediating role between benevolent leadership and voice behavior, play a full mediating effect between moral leadership and voice behavior. Therefore, the superior to the meticulous care, common feelings of people, with good moral character tree example, with appropriate authority tree prestige, pay attention to enhance employees’ organizational justice, excited voice behavior of employees, continuous innovation to promote the organization, to maintain a competitive advantage.
