Urbanization has strategic significance to China’s economic and social development. It is not only the key carrier to building a well-off society in an all-round way, but also a main way of the transformation of the pattern of economic development in our country in the future. It has been promoted in the way of land development by the local government for a long time because of the well paid urbanization fiscal dividend. Peasants’ benefits, the main body of urbanization construction, however, have been ignored and violated. Undoubtedly it is unsustainable to rely on land development instead of building the urbanization subject ability.By analyzing the problems in urbanization construction in less developed areas, it is not difficult to find that the root of all the problems lie in the peasants, in the ignorance of peasants’ principal status and the construction of subject ability. Peasants play an important role in the construction of urbanization, which can be seen from the outstanding contributions of peasants to agricultural and non-agricultural industries and from the significance of the awakening of peasants’ subject consciousness to the economic development. Also we can see that the cultivation and construction of peasants’ subject ability is the guarantee of peasants’ principal status from the peasants’ role in the urbanization process, the differentiation of peasants’ role in urbanization and the peasants’ demand of professionalization and citizenization. This article believes that the urbanization in less developed areas must value the peasants’ principal status in the government-led mode. In order to provide the most powerful support to the urbanization construction, we must construct the peasants’ subject consciousness, exert the principal role of peasants, break unadapted barriers, cultivate the peasants’ self-development ability, and combine the peasant subject thrust and government leading.
