Since the "Twelfth five-year plan", the main tone of China’s economic development is "steady growth, structure adjustment and economic restructuring and upgrading." The country has emphasized on the quality of economic development from a strategic level. As the development of economic society, the Human Resources Service (HRS) industry meets its prosperity aligning with the environment. With the help of economic growth, thriving demand, government policy support, technology improvement and cultural recognition, HRS industry is stepping into a vital strategic period.Due to the new change regarding labor dispatch in China, the main business of YL, a specific company participating in the HRS industry, has encountered with a dramatic demand decline. On the other hand, the adjustment of Shenzhen’s industrial structure is driving the demand of high-end human resource service. The company of YL urgently needs to upgrade and expand new business areas.The dissertation firstly introduced common methodology of enterprise strategic management and adopted these methods into comprehensive internal and external environment analysis of YL. The SWOT analysis helped to form the corresponding strategic direction.Through the aspects of both existed business creating value and new business creating value, the dissertation analyzed the business strategy of YL to determine the promising investments and their investment order. Finally a discussion on strategy implementation was conducted from the five aspects of enterprise leadership, organizational structure adjustment, resource allocation, organizational culture change and optimization of the business unit strategy.Compared with large human resources services business abroad, there is a considerable gap between China’s human resources services business strength level and that of the international participants. Facing with opportunity of rapid economic growth, structure adjustment and upgrade, as well as the threats from multi-national enterprises that are expanding in the China market, the HRS enterprises in China must attach great importance to corporate strategic planning and business development direction, to lay the foundation for sustainable development. The object YL of this study is a100%state-owned, medium-sized company with single human resources service, which is a typical representative of the old state-owned human resource services enterprise. The strategic planning of such company can also set examples for other similar companies in the human resource service industry in China.
